Topics will include water law and important court cases, water rights, watershed planning, adjudication, metering, conservation, and water banking.\nAbout the Speakers:\nScott Kuhta, AICP\n\nSenior Planner, Washington State Department of Commerce\nScott has worked for Growth Management Services since the summer of 2014, providing planning technical assistance to Spokane, Adams, and Whitman counties and cities. His technical focus includes critical areas, shorelines, and water resources. Prior to state service, he worked over 20 years for local government planning agencies, including Kootenai County, Spokane County, and the City of Spokane Valley gaining experience in nearly all areas of planning.  Scott has B.A. in Business Management from Gonzaga University and a Master’s Degree in Urban and Regional Planning from Eastern Washington University.\nJaime Short\nEastern Regional Section Manager, Washington State Department of Ecology\nJaime Short serves as the Eastern Regional Section Manager for the Washington State Department of Ecology’s Water Resources Program with more than 19 years of experience working on water issues.
