Project Title: Critical Areas Periodic Update, SEPA Checklist, and Development Regulations Analysis & Update

1. Introduction

Okanogan County’s Office of Planning and Development is seeking proposals from qualified consultants to perform analyses and prepare checklists related to critical areas periodic update, SEPA (State Environmental Policy Act) checklist, including analysis & update development regulations. The purpose of this project is to ensure compliance with applicable planning requirements, Washington State laws, and provide updated documentation for partially-planning jurisdictions.  This will be a multiyear project/contract ending in June 2027 that will include the periodic update requirements for Critical Areas, revisit and update (if required) the Okanogan County Resource Maps (Mineral, Agriculture, and Forest), complete a water availability study for the Tunk Valley/Basin.

3. Proposal Requirements

Proposals should include:

  • Company Information: Name, address, contact details, and relevant experience.
  • Project Approach: Methodology for completing tasks and meeting deadlines.
  • Team Qualifications: Key personnel and their expertise.
  • Timeline: Confirmation of ability to meet deadlines.
  • Cost Proposal: Detailed breakdown of fees and expenses.
  • References: At least three recent projects of similar scope.
  • Proof of professional liability insurance and other applicable licensure or certifications.

4. Evaluation Criteria

Proposals will be evaluated based on:

  • Relevant experience and qualifications.
  • Understanding of scope and approach.
  • Ability to meet deadlines.
  • Cost competitiveness.
  • References and past performance.

6. Terms and Conditions

  • Okanogan County reserves the right to reject any or all submissions, to waive any irregularities or informalities, and to select the consultant that best meets the County’s needs and interests.
  • Participation in this RFQ process does not obligate the County to award a contract or pay any costs incurred in the preparation of materials.
  • The selected consultant will be required to enter into a formal agreement with Okanogan County, which will set forth the terms, conditions, and scope of work.
  • All submissions become public records and may be disclosed as required under Washington State law.
