Under the direction of the Planning Manager, the incumbent will routinely engage in the management of a variety of highly technical, politically sensitive, very complex and complicated programs and projects that require extensive integrated planning experience and deep understanding of specialty technical areas and the political context necessary to formulate alternative solutions and recommendations on issues that have long-term ramifications. The incumbent develops, interprets, and formulates long-range integrated plans, policies and recommendations with minimal review or oversight from the Planning Manager. The principal planner exercises a high degree of independent professional judgment in resolving problems within program goals and objectives which are related to strategic policy development and implementation. This position is exempt from the Fair Labor Standards Act (FLSA) overtime regulations and is a member of the AFSCME Collective Bargaining Unit.

Representative Duties

  • Provides strategic planning expertise, developing ideas and carrying out work programs that advance major City initiatives; lead in steering long-term and generally large-scale projects, ensuring compliance with local, regional, state, and federal laws. E
  • Oversees projects/programs from inception through internal review and council adoption.
  • Prepares and drafts ordinances, codes, and policies related to programs managed. E
  • Serves as the liaison between City and various local, regional, and state boards, commissions, and committees, advocating for the City’s vision and interests; performs research, gathers input, prepares reports, and presents information to the public, City commissions, and the City Council. E
  • Develops methods, and directs and participates in the compilation and analysis of planning data and research related to the development of the general plan of the City to include population, economic and land use trends, housing conditions, etc. Participates in the development of departmental policy. E
  • Prepares and monitors the major long range project budgets in consultation with the Planning Manager and tracks performance against the budget and overall consultant performance. E

Required Education and Experience

  • Bachelor’s degree in urban or regional planning, geography, urban design, or closely related field. Master’s degree preferred.
  • Ten (10) years of increasingly responsible public sector planning experience, including comprehensive planning, land use and current planning experience, transportation planning, public policy, urban design, environmental analysis, or zoning implementation.

  • A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.

Licenses and Other Requirements

  • Valid Washington State Driver’s License required by date of appointment.
  • A satisfactory three-year driving abstract record, submitted prior to hire.

The successful candidate must have successful references and pass a criminal background check prior to hire.
