Job Description:

The Project Manager is responsible for management of tribal projects with a focus on meeting project commitments, including communication with stakeholders. The position will work closely with the Planning Director to identify, develop, implement, and manage the construction of projects necessary for the tribe’s maintenance, growth, and development.  Additionally, the position will review, coordinate, and oversee the performance of outside vendors and contractors for services and construction projects.

Principle Duties:

  1. Leads or assists in the planning and implementation of various tribal construction projects gathers information on related city and county regulations and prepares applications for Samish Indian Nation to receive permits from city, county, state, and federal agencies as needed
  2. Facilitates the development of project scope, goals, timelines, and deliverables; creates and executes project work plans, preliminary projected cost, environmental reviews, abatement, cultural resources, and revises as appropriate, to meet all deliverables
  3. Performs a range of construction management duties, including, for example, scheduling and coordination, construction monitoring and quality control, change management, and reviewing requests for payment from contractors.
  4. Ensures all projects documents are complete, current, and stored appropriately
  5. Works with  project management teams, including but not limited to finance, executive leadership and Planning Department Director, to prepare bid documents, request for proposals, or other acquisition mechanisms as appropriate to hire contractors or consultants
  6. Tracks and maintains project budgets; controls and monitors expenses within budget; assures fiscal responsibility and cost consciousness
  7. Coordinates with project management teams, including but not limited to finance, executive leadership and Planning Department Director, to analyze bids for responsiveness and proposals for conformance with the solicitation; performs cost or price analysis, including review of cost breakdowns to determine reasonableness
  8. Regularly monitors and reports on project progress, problems, and solutions using effective communication strategies to all stakeholders
  9. Performs other duties as assigned

Required Qualifications:

  1. Must possess a Bachelors’ Degree in Construction Management or related field
  2. Must have a minimum of five years of related experience in project management, contracting, or a closely related field and two years of supervisory experience
  3. Must be able to manage complex projects from concept to completion
  4. Must be able to maintain records and prepare a variety of related reports
  5. Must have effective organizational, problem solving, and time management skills
  6. Must be proficient with Microsoft Office including Outlook, Teams, Word, and Excel and CAD software
  7. Must obtain C-Stop safety certification or equivalent within two weeks of hire
  8. Must possess a valid Washington State Driver’s License and be able to drive tribal vehicles
  9. Must be able to lift/carry up to 50lbs

Working Conditions:

Physical Demands: Long periods of standing, frequent walking over rough or uneven surfaces required (40% of time). Regular bending, crouching, stooping, stretching, reaching, lifting, carrying, pushing, and climbing (40% of time), and occasional sitting (20% of time). Must be able to lift 50lbs frequently. Manual dexterity sufficient to: manipulate cleaning supplies and equipment, tools, power tools, and operate maintenance equipment such as lawn mowers, trimmers, and leaf blowers. Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Sometimes working outside in various weather conditions. Work environment varies on a daily basis. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires moderate risks which require safety precautions (working around moving parts, chemicals, machines, etc.). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.) Random drug tests may be performed.
