Job Description:

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Remedial Action Grant Manager (Environmental Planner 3) (In-Training) position. This position is located in one of the following locations: 

Upon hire, you must live within a commutable distance from the duty station.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive if it ends up being based in King County.  

As a Remedial Action Grant (RAG) Manager, you will manage a suite of grants supporting local governments in critical cleanup projects and other recipients cleaning up sites for affordable housing. In this role, you will provide critical support for program development and updates to best practices as the grant programs continually evolve. You will gain valuable skills in grant management, negotiations, project management, publication development, and project evaluation.

Program Mission:  The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position has the opportunity to telework up to 90%. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties:

What Makes This Role Unique?

As Remedial Action Grant (RAG) Manager, you will work with diverse teams throughout the program and state to support cleanup projects through critical grant management. This includes grant and amendment writing, review and processing of payment requests, ensuring grant eligibility, verifying documentation, active outreach to delinquent grant recipients, and providing recipient training. Your agility and experience will be necessary to proactively adjust the grant programs within a constantly changing policy and reporting landscape.  

What You Will Do:

  • Write and manage multi-million dollar Remedial Action and Affordable Housing grants.
  • Review and process project invoices.
  • Support the development and growth of both grant programs.
  • Provide critical technical support and training to both recipients and other Ecology Staff.
  • Develop and manage program training materials.
  • Support Agency-wide grant improvements.

Qualifications:

This is an In-Training position. The goal class for this position is Environmental Planner 3 (EP3). We will consider applicants who meet the requirements for the Environmental Planner 1, 2, or 3 levels. If the finalist meets the requirements at the EP1 or EP2 level, then they will be hired as an EP1 or EP2 and will be placed in a training program to become an EP3 within a specified period of time.
 
Required Qualifications:

At the Environmental Planner 1 Level: Pay Range 43 ($3,480 – $4,541 Monthly) (In-Training):

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
  • Two years of professional experience in land use, urban, regional, environmental, or natural resource planning budget, grant management, financial management or analysis, or program development. 

Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.

At the Environmental Planner 2 Level: Pay Range 52 ($4,324 – $5,673 Monthly) (In-Training):

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
  • Three years of professional experience in land use, urban, regional, environmental, or natural resource planning budget, grant management, financial management or analysis, or program development. 

Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
  • One year of professional experience in land use, urban, regional, environmental, or natural resource planning budget, grant management, financial management or analysis, or program development. 

Option 3:

  • One year of experience as an Environmental Planner 1, at the Department of Ecology.

At the Environmental Planner 3 Level: Pay Range 59 ($5,136 – $6,746 Monthly) Goal Class:

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
  • Four years of professional experience in land use, urban, regional, environmental, or natural resource planning budget, grant management, financial management or analysis, or program development. 

Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
  • Two years of professional experience in land use, urban, regional, environmental, or natural resource planning budget, grant management, financial management or analysis, or program development. 

Option 3:

  • One year of experience as an Environmental Planner 2, at the Department of Ecology.
