Job Description:

The Transportation Planner position works under the general supervision of the Assistant County Engineer and receives technical advice and support from the Public Works’ Engineering Services and Administrative staff as needed. 

The position performs analysis of the overall transportation effectiveness of the County road system; identifying system deficiencies; developing transportation improvement priorities; tracking transportation grant funding trends and opportunities; writing transportation grant applications; ensuring that County projects are included in the Statewide Transportation Improvement Plan and coordinating with various local, regional and State transportation planning efforts.

The position also initiates and monitors the progress of consultant projects and facilitates the consultant contracting processes by gathering necessary information, preparing and revising contracts and billing, monitoring project schedules, and disseminating information between functional groups within the department.

Education and/or Experience:

  • Bachelor’s Degree from an accredited technical institute or university in the field of Transportation Planning, or other relevant course(s) of study; AND a minimum of two (2) years’ work experience in an area related to the work responsibilities of this position; OR an equivalent combination of education and experience to provide the necessary skills, knowledge, and abilities to perform the work.
  • Familiarity with applicable Washington State Laws and Rules (RCW’s and WAC’s) pertaining to Land Use and Transportation Planning.
  • Familiarity with various State and Federal Transportation grant programs and regulations, and WSDOT Local Agency Guidelines.

Licenses, Registrations, and Certificates:

  • Bachelor’s Degree from an accredited technical institute or university in the field of Transportation Planning, or other relevant course(s) of study or equivalent experience.
  • Valid Washington State Driver’s License

Computer Skills:

The successful candidate will have proficiency in the following software packages/devices:

  • Microsoft Outlook, Word, Excel, Publisher, Explorer, and PowerPoint
  • Adobe Reader and Adobe Professional (writer)
  • Copy, fax, print, and scan devices, handheld calculators, and phone systems

The successful candidate will also have the ability to gain proficiency within a reasonable timeframe using the following software packages:

  • Accounting software WinCAMS
  • ESRI ArcGIS
  • MS Access

Communication Skills:

The successful candidate must have the ability to communicate clearly, concisely, and effectively with a diverse group of customers in both oral and written formats. Incumbent must be comfortable responding to complaints and/or requests from the public, elected officials or other agencies in a professional, respectful manner, and meaningful manner.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Excellent communication, coordination and interpersonal skills to build and maintain effective relationships both internally and externally. Negotiate, compromise, and have the ability to reach a balance while still meeting needs and requirements of the Public Works Department and outside agencies.

Reasoning Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to prioritize work based on given deadlines and to monitor and track personal performance in achieving established objectives. Ability to deal with problems involving several concrete variables in both standard and unconventional situations.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Position typically works in an office or indoor setting. The employee is occasionally exposed to outside weather conditions; traffic; construction sites; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment is usually moderate. 

On occasion the incumbent may be required to travel to meetings or remote work settings outdoors for short periods of time.

Duties & Responsibilities:

Including the following; other duties may be assigned as needed.

  • Coordinates the transportation planning function of the County Road Department by considering the level of service (LOS) and other transportation performance metrics. 
  • Forecasts future transportation needs by assessing land use and transportation model data; evaluating data and developing transportation system improvement needs and priorities; making recommendations for needed projects to be included in the 6-Year Transportation Improvement Program (TIP).
  • Evaluates various transportation grant and loan opportunities; stays current on grant program eligibility and requirements; prepares grant and loan applications for transportation grants; tracks progress of selection processes; evaluates unsuccessful grant applications and develops strategies to improve success.
  • Stays current on consultant management requirements; develops and manages requests for proposals, consultant selection criteria, develops and manages consultant agreements, manages consultant project scope, schedule, budget and progress files.
  • Interact with other County departments and represent the County when interacting with state and federal government officials, and at meetings with public officials, contractors, private engineering personnel, and the public.
  • Assists in the development and scoping of projects and review process of eligible grant applications from various agencies and other grant sources.

Supervisory Responsibilities:

This position will assist other staff, on a project-level basis to accomplish special project initiatives or short-term objectives as directed by the Assistant County Engineer
