Job Description:

Douglas County, pop. 43,696, is located near the geographic center of Washington and is comprised of the cities and towns of East Wenatchee, the county’s largest city, Rock Island, Orondo, Waterville, the county seat, Mansfield and Bridgeport. The primary industry in the county is agriculture, along with associated industries such as packaging, warehousing, shipping and processing. Douglas County is bordered by the Columbia River and several lakes which offer boating, fishing, and other water sports. The area offers a number of other outdoor recreational activities such as hiking, biking, hunting, and skiing, all within a short distance.

Douglas County is governed by a three-member Board of Commissioners and employs 214 FTEs and operates on a total budget of $45,000,000. Elected departments include the Assessor, Auditor, Clerk, District Court Judge, Sheriff, Superior Court Judge, and Treasurer. The Commissioners oversee the following departments: Land Services (Planning), Transportation, MIS (IT), Countywide Solid Waste, Developmental Disabilities, Facilities, Douglas County Fair, and Office of Public Defense.

The Planning & Economic Development Director directly reports to the County Administrator and serves at the will of the Board of Commissioners. The Director oversees the planning and building department’s budget of $2,200,000 and supervises 9 FTEs. The department is divided into three divisions, which include Building Services, Current Planning & Zoning, and Long-Range Planning. The Director assesses community and development needs, plans and implements economic development initiatives, and develops, directs, and coordinates the Land Services Department, encompassing planning, building, code enforcement, and economic development. The Director provides leadership and vision for long-range planning, current planning, permitting services, comprehensive and special plans, regulation development and building construction inspection for the Land Services Department. The position assures that plans and regulations associated with planning, building and life safety are in compliance with Federal, State and local laws.

It is preferred that the ideal candidate will have a bachelor’s degree in planning, or other closely related degree, coupled with years of upper-level planning experience. Related degree fields would include, but are not limited to, public administration, business management, or economic development. The ideal candidate has 4-6 years of work experience in a managerial capacity in building, planning, code compliance, or related field, which must include at least 3 years in a supervisory capacity or a combination of education, training, and experience. American Institute of Certified Planners (AICP) Certificate or Building Official certification from the International Congress of Building Officials (ICBO) is preferred but not required. This position may serve as the building official for Douglas County. Therefore, knowledge of current building construction methods, materials, tools and equipment is preferred.

As the Multimodal Development Manager, will support WSDOT’s mission by working collaboratively on regional planning, reviewing local plans, and project delivery efforts. In this role, you will lead and supervise staff in various projects and corridor studies, regional planning efforts, coordination with regional planning organizations, local jurisdictions, and agencies, and maintaining good working relationships with internal and external customers. To thrive in this role, the successful individual will need to have exceptional communication skills and a keen interest in community engagement and facilitating successful project outcomes.
 
What to Expect:

Among the varied range of responsibilities held within this role, the Multimodal Development Manager will:

  • Oversee staff and/or consultants in the development and management of scope, schedule, and budget of assigned corridor studies within Olympic Region.
  • Review and supervise work needed to perform and complete transportation planning studies and pre-design work, including fish passage pre-design.
  • Represent WSDOT while meeting with local agencies, partners, stakeholders, Federal Highway Administration and tribes at public project meetings and forums.
  • Initiate and coordinate various efforts of Planning Office staff and WSDOT support groups. Prepare, review/edit study documents and web content for the corridor studies and pre-design work.
  • Respond to public inquires. Keep executives informed about study progress and make recommendations.
  • Review and supervise the review of regional and local plans (including local comprehensive plans, and transportation plans) for consistency with related WSDOT policies, plans and standards.
  • Provide coaching, feedback, and guidance on difficult or unusual circumstances; act as a mentor to subordinates to be successful.
  • Act as subject matter expert for the Region on Tribal Coordination, Active Transportation, Title VI and working with Transit agencies.
  • Work with Metropolitan and Regional Transportation Planning Organizations (MPO/RTPO).

Qualifications
To be considered for this opportunity, at least one of the following are required:

  • Two (2) years as a Transportation Planning Specialist 4, Transportation Engineer 4, or equivalent classification in city or county agencies, or as a private consultant working with public agencies.
  • Bachelor’s degree involving major study in transportation, urban, regional/land use planning, engineering, natural/physical sciences, or related study, AND four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.
  • A Master’s degree in one of the above fields AND three (3) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.

In addition to one of the above, the following are also required:

  • Experience using a personal computer to develop calculations, documents, spreadsheets, estimates and project scheduling. 
  • Experience conducting public meetings, presenting complex information to a diverse audience, collecting, and recording information, and preparing written documents. 
  • Experience effectively communicating with diverse audiences both written and orally. 
  • Knowledge of transportation planning principles; to include related federal or state policies, standards, and guidelines. 
  • An understanding of the Growth Management Act to develop and review plans and make appropriate recommendations for compliance.

It is preferred that qualified candidates also have:

  • Experience leading community outreach efforts and developing stakeholder relations that resulted in tangible coordinated, performance-based planning strategies and solutions. 
  • An American Institute of Certified Planners (AICP).
  • Experience working with Metropolitan Planning Organizations/Regional Transportation Planning Organizations. 
  • Experience in supervising, and project management, including budget tracking, scheduling, and team management. 
  • Knowledge of WSDOT policies, standards, and guidelines as related to transportation planning. 
  • A valid driver’s license and the ability to safely operate a state vehicle.

Essential Duties and Responsibilities:

  • Assume full management responsibility to plan, direct and supervise all Community and Economic Development departmental services, personnel and activities.

  • With professional integrity, establish and maintain appropriate and effective communication and work relationships with the City Manager, City Council, other City departments, as well as the general public, local, state and federal agencies.
  • Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures allocating resources accordingly.
  • Initiates, develops and directs efforts in the following areas:  periodic comprehensive plan updates, ordinance and resolution preparation, preparation of program and project plans.
  • Supervises the day-to-day zoning, subdivision, environmental and all other land use permit activities.
  • Develops and/or reviews departmental reports and presentations.
  • Responsible for short and long-range decisions in comprehensive and current land use planning and code administration. Coordinates and responsible for master plans, capital improvement plans, and other planning documents.
  • Demonstrate efficient fiscal responsibility and cost consciousness while coordinating and participating in the development and administration of the Community and Economic Development Department budget assuring authorized budgetary procedures are followed.  Forecast funds required for operations, staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Plan, direct and coordinate, through subordinate level staff, Community and Economic Development work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures, meet with key staff to identify and resolve problems.
  • Keep abreast of current Community and Economic Development at the county, state and national level, new administrative techniques, and current related issues through continued education and professional organization.
  • Participate in labor negotiations, contract administration, grievance processes, and other labor relations issues as necessary.
  • Negotiate and administer professional service contracts and agreements.  Research, write and secure grants and loans when opportunities arise.
  • Select, train, motivate and evaluate departmental personnel; provide and coordinate staff training; work with employees to correct deficiencies; implement mentoring and disciplinary policy and procedure as necessary.
  • Maintain and enforce City and departmental rules and regulations.  Ensure quality control over departmental activities and written work products. Recommend and administer policy and procedure.

Contacts: The Senior Planner has significant daily contact with the public, elected/appointed officials, and a variety of staff members of external agencies and City departments.  Contacts are primarily for information sharing and problem resolution.  Some contacts may be confrontational, requiring the Senior Planner to explain, defend, and support City policies, ordinances, and procedures in a professional, concise, and respectful manner.  Senior Planners also have daily contact with other City staff to share information, coordinate work, and resolve problems.  Contacts with elected and appointed officials often take place in public forums or venues.   The Senior Planner may be the primary contact between advisory boards and City staff. 

Supervision: Senior Planners exercise independence and judgment. A Senior Planner assigned to Planning Division receives general supervision from the Planning Manager and senior management through a general review of goals and time lines and by evaluation of work products and presentations before the City Council, the Planning Commission, and/or other bodies. A Senior Planner may work with the Permit Division.  For such work, supervision is received from the Permit Manager in coordination with the Planning Manager through general review of goals and time lines and by evaluation of work products and presentations before the hearing examiner. Supervises subordinate personnel by assigning work, evaluating performance, monitoring progress and results. 

Accountability: Senior Planners are responsible for speaking on behalf of and effectively representing the position of the City in sensitive planning and development issues.  Incumbents must complete all assigned work in a timely and professional manner.  Senior Planners are given broad latitude to use independent judgment in developing recommendations and making decisions in their program area. 

Working Conditions: Positions in this class perform work predominately under normal office working conditions.  Considerable time working at a computer station is a regular part of the job.  No heavy lifting without assistance is required.   Regular attendance is an essential duty including evening hours to attend meetings. 

Physical Requirements: Senior Planners work primarily in an office and   may spend a portion of time performing out-of-doors site investigations.  Site investigations may require working on rough terrain, in and around construction sites, in environmentally sensitive areas such as wetlands, on boats, and in proximity to heavy equipment.  Frequent travel to and attendance at meetings and conferences during standard working hours is required.  Periodic evening and occasional weekend work is required.
