Job Overview:

There is one opening with the Yakima County Public Services-Planning Division. This position provides professional planning and technical assistance to the general public and those applying for development projects; reviews projects for compliance with adopted comprehensive plans, policies and regulations; develops comprehensive plans, policies and regulatory options for consideration by managers; participates in special studies and public education efforts related to land use, environmental and natural resource planning issues.

Essential Duties:

  • Researches and performs analysis on critical areas/shorelines, SEPA, subdivision, zoning and other development projects or assignments; develops or uses GIS coverages for project assignments; develops comprehensive plans, policies and regulatory options for consideration by managers; writes analyses based on research; and prepares decisions and staff recommendations based on analyses to be approved by department or project team management.
  • Provides policy and technical assistance to the public and other agencies regarding plans, ordinances, standards, programs, statutes and administrative codes that govern land development.
  • Performs or coordinates activities related to planning, data gathering, and analysis for Planning department, multi-disciplinary teams or inter-governmental programs and project reviews; receives, organizes, and distributes information; prepares or coordinates program writing assignments including reports and/or newsletter articles; and trouble-shoots program issues.
  • Determines completeness of development applications and prepares notices to the public and affected agencies.  Assists Senior Planners and managers in the review of development projects, which includes identifying issues, evaluating needs and conducting environmental review.
  • Facilitates or participates in meetings, group discussions, forums and open houses which includes presenting technical information through reports, maps, graphics, news releases and speaking before the public and the media.
  • Other duties required including special projects such as reviewing and commenting on agency proposals and proposed changes to development ordinances.

Experience and Training:

  • Bachelor’s Degree in Planning, Natural Resources Management, Geography, Environmental Sciences, or related field AND one (1) year of planning experience including related internships.
  • Masters’ Degree may substitute for experience.

Job Description:

The Kittitas County Community Development Services is currently seeking qualified candidates for the position of Planner I/Long Range Planner. This is a full-time, non-exempt, benefits-eligible, non-union position. The Planner I/Long Range Planner primarily conducts research, develops reports, and leads updates and amendments to the County’s Comprehensive Plan and implementing regulations. Essential Functions:

Primary Responsibility – Develop, update, and implement the County’s Comprehensive Plan, Shoreline

  • Analyze planning issues for reports to the Planning Commission and Board of County Commissioners on long-range planning issues and other land development policies and standards. Research national, state, and local codes as they may pertain to implementing existing and potential County plans.

  • Analyze land use data to assist in developing land use regulations and policies meeting the Growth Management Act.

  • Coordinate with State of Washington on interpretations and application of the State Growth Management Act. Assists the public with interpretations of the Federal, State, and County development regulations and the County current and proposed Comprehensive Plan and process.
  • Acts as the representative of the County in presenting long range planning issues and proposed solutions to those issues throughout the development of the Plan.
  • Research and apply for various grants to assist with the updating and implementation of the Comprehensive Plan, Shoreline Master Program, and land use regulations.
  • Acts as the facilitator of various advisory committees.

Secondary Responsibility – Administer the County’s development regulations.

  • Coordinate public meetings and hearings held before the Planning Commission, Hearing Examiner, and the Board of County Commissioners.
  • Administer various local environmental and land use codes.
  • Interpret land use codes and plans for the public and appointed or elected officials and advise them on the issues.
  • Inspect and enforce County development code requirements and violations in conjunction with the Prosecuting Attorney.
  • Create reports at the request of supervisors on land use issues of special concern.
  • Coordinate as lead agency development review and approvals from public and private agencies.
  • Assist the public with land use petitions or applications and review them for completeness.

  • High School Diploma or GED equivalent.

Job Description:

The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Regional Shoreline Compliance/Enforcement Specialist (Environmental Specialist 4) position. This position will be located in our Central Region Office (CRO) in Union Gap, WA.

As the Regional Shoreline Compliance/Enforcement Specialist you will work to improve implementation of shoreline master programs (SMPs), including riparian area protections. You will work in collaboration with local governments to help ensure authorized shoreline development achieves no net loss of shoreline ecological functions, and to identify and correct unauthorized activities on priority shorelines and riparian areas. The Shorelands and Environmental Assistance program supports community conservation efforts for our shorelands, wetlands, and floodplains. Duties:

What Makes This Role Unique?  You will be joining a team of passionate public servants who work with a broad network of local shoreline administrators to implement a new Shoreline Management Act (SMA) monitoring and adaptive management program. You will get to work and build relationships with various partners, including local governments, tribes, non-profits, and state and federal agencies. This is a great opportunity to use creative and solution-oriented problem-solving skills to protect Washington’s shorelines. You will serve as a regional specialist helping implement a new statewide SMA Compliance and Enforcement Program. For the purpose of these positions, compliance means effective implementation of Shoreline Master Programs (SMPs) through use of appropriate permit review processes, successful ecological mitigation, and consistency with SMP policies and regulations; and enforcement means addressing violations of permits and responding to unpermitted actions.

What You Will Do:

  • Support development and implementation of the proactive SMP compliance assistance program; helping local governments build systems for monitoring and adaptive management of their SMPs to ensure effectiveness and improve efficient administration. 
  • Review and analyze shoreline authorizations and share information and work with local partners to improve compliance with their SMP, including riparian area protections, mitigation obligations and other permit conditions, and to ensure no net loss of ecological functions.
  • Assist local governments in developing systematic approaches to monitor the success of permit systems, including the effectiveness of mitigation and other permit conditions. 
  • Participate in technical assistance training programs for agency staff and local agencies to enhance efficiency and effectiveness of SMP implementation. 
  • Serve as project officer for local grants aimed at improving compliance with SMPs. 
  • Implement ongoing programs to monitor shorelines to identify and correct unauthorized activities on priority shorelines.
  • Ensure an effective response to SMA violations through informal, voluntary, and formal enforcement actions such as notices of violations, administrative orders, or settlement agreements.

Job Description:

The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill a Contract Process Improvement and Training Planner (Environmental Planner 4) position. This position is located in one of the following locations:

As the Contract Process Improvement and Training Planner, you will have an integral role within the Financial Service Unit (FSU) of the Toxics Cleanup Program in three disciplines – training development, contract management, and process improvement. Duties:

What Makes This Position Unique? As the Contract Process Improvement and Training Planner, you will have the opportunity to work closely with individuals within and outside of the Department of Ecology, from contractors and grant recipients to other agencies and program staff. Over the three areas of focus, you will help identify and execute process improvements for the Toxic Cleanup Program’s (TCP) contracting process, procure and manage a diverse suite of agreements, and design, provide and track training to support the effective implementation of Financial Service Unit (FSU) functions.

What You Will Do:

  • Research, propose, and facilitate the implementation of process improvements for TCP’s contracting, including researching Washington codes and policy changes.
  • Conduct policy research and draft policies to support contracting process improvements, including interviews to identify best practices at other state agencies.
  • Coordinate with authorizing state agencies for contracting, such as Labor and Industries and Department of Enterprise Services as needed to support process improvements.
  • Procure and manage a suite of contracts with a wide range of complexity to provide critical support of environmental cleanup in a variety of ways.
  • Create and present internal and external training presentations on a wide variety of FSU functions, such as database use, agreement management, and cost recovery.

Qualifications:

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND five years of professional experience in land use, urban, regional, environmental, or natural resource planning, project management, training, change management, and/or program development, or closely related field.

Option 2: 

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND three years of professional experience in land use, urban, regional, environmental, or natural resource planning, project management, training, change management, and/or program development, or closely related field.

Option 3:

One year of experience as an Environmental Planner 3, at the Department of Ecology.

Job Description:

This is a working manager position that is responsible for the daily operation and supervision of the Planning Division. The Planning Manager performs professional formulation, coordination, and
implementation of long range, current, and special planning activities; provides staff support to boards
and commissions, City Council, other departments/divisions, and the general public; oversees the permit
review process and implements quality controls for the Planning Division; and assists in the

Administrative:

  • Assist the Community Development Director in administrative duties for the Planning Division; may serve as Director in his/her absence
  • Assist Director in providing and/or delegating staff support for the following City Commissions: Planning, Landmarks & Design, Affordable Housing, and Environmental
  • Work closely with other department managers and staff in adhering to planning and permitting code requirements and responding to customer inquiries and concerns
  • Assist with the preparation of the budget for the Planning Division

Supervisory:

  • Directly supervises the Planners and the Planning Technician; additional supervisory responsibilities may be added
  • Participate in the interview process; make hiring recommendations; onboard and train employees; plan, assign, and direct work; provide coaching and regular feedback, prepare/deliver performance evaluations; provide commendations and recommend/deliver discipline when necessary
  • Address complaints and resolve problems
  • Ensure cross-departmental cooperation for excellent internal and external customer service
  • Supervisory responsibilities are carried out in accordance with the organization’s policies, union contracts, and applicable laws

Current Planning:

  • Perform project management oversight for the review of major land use applications and development plans and ensure compliance with City codes and plans, and state and federal regulations; develop recommendations for development permit applications
  • Perform project management oversight of land use review and processing of various land development and zoning applications including, but not limited to pre-applications, short plats, long plats, boundary line adjustments, site development permits, design review, conditional uses, variances, rezones, and master site plans, etc.
  • Perform project management oversight of State Environmental Policy Act (SEPA), critical areas, and floodplain review and processing
  • Administer and interpret local ordinances and the City’s land use development codes
  • Make recommendations to Planning Commission, Affordable Housing, other commissions, and City Council regarding planning-related matters
  • Process annexation requests and related tasks
  • Respond to inquiries from applicants and members of the public on a variety of development related topics and projects

Long-Range Planning:

  • Perform lead role and/or project management for development of Comprehensive Plan amendments, including annual docket updates and periodic review, in accordance with the Growth Management Act (GMA)
  • Coordinate with Director and planning staff to ensure continuous monitoring of issues such as land use and development activity, vacant land and development capacity, and assessing the City’s progress in pursuing the goals of the Comprehensive Plan
  • Provide oversight in regular review of Land Development Code to ensure consistency with the Comprehensive Plan and other identified needs; perform lead role and/or project management for the preparation, review, and adoption of planning-related ordinances and amendments
  • Assist in oversight of the City’s affordable housing program, including support of Affordable Housing Commission, and preparing research, analysis, documentation, and monitoring as necessary to support program implementation
  • Assist in development and implementation of growth management, land use, affordable housing, economic development, or other plans and codes to meet the City’s needs, including any inter-governmental agreements and requirements
  • Attend public meetings; prepare and present staff analysis special studies and reports, and provide technical and professional advice to management staff, boards and commissions, and the City Council on planning policy and related issues
  • Coordinate and build relationships with other City department staff; and lead interdepartmental teams as necessary to achieve intended work program outcomes. Coordinate and build relationships with other agencies and the public

What to Expect:

Among the varied range of responsibilities held within this role, the Senior Multimodal Planner will:

  • Serve as a lead on significant components of larger projects, such as the Highway System Plan, the statewide multimodal transportation plan, and special projects for the legislature and agency executives.

  • Collaborate with WSDOT divisions and regions to integrate new policies into their business processes.
  • Apply WSDOT practices and principles to planning and conduct advanced multimodal analyses such as scenario analysis, market analysis, risk assessments, and feasibility studies.
  • Employ WSDOT’s project management process to develop scopes of work, cost estimates, and schedules for planning projects.
  • Lead the development of community engagement approaches and methodologies.
  • Develop and deliver statewide public outreach activities including seeking stakeholder and public input on statewide plans and policies and sharing new policies with WSDOT staff and external stakeholders.

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s degree in transportation, urban, regional, or land use planning, public policy, public or business administration, or other relevant field of study.

OR

  • Five (5) years of transportation planning experience that includes conducting planning studies.

AND

  • Four (4) years of professional experience involving policy development or planning, including conducting planning studies that involve researching, analyzing multiple transportation modes or interdisciplinary issues, and drafting reports (A graduate degree may substitute for one year of the required experience).

The Opportunity:

WSDOT is currently seeking a Planning Manager to serve as the lead for the WSF’s service and long-range planning through a practical solutions approach to maintaining equitable, safe, and reliable travel options.

As the Planning Manager, you will directly manage two staff positions and be responsible for managing more on a project basis. This will also include leveraging technical planning and engineering staff from other departments in a matrix-management reporting structure. This position works with key stakeholders, to strategically collaborate on identifying innovative technologies, practices, and protocols to achieve safe, equitable, and sustainable transportation systems.

In this position, you will be responsible for the coordination and planning of integrated long-range multimodal, equitable transportation programs and projects through WSF-served communities. Additionally, the planning manager is responsible for ensuring state and local transportation networks are coordinated with WSF’s service. The Planning Manager coordinates closely with the Federal Highway Administration, Federal Transit Administration, PSRC, RTPO’s cities, counties, regional transit partners, the Office of Urban Mobility & Access/Mega Programs, Northwest and Olympic Region, and other WSDOT offices that support the development and delivery of integrated transportation programs and projects.

Internally, this position will serve as a clearinghouse for WSDOT communications on sensitive policy issues around planning to deliver a consistent message to external partners.

What to Expect?

  • Leads service planning, both short and long-term, including updating route schedules.

The Tribal Coordination Manager (WMS1) works within the Growth Management Services (GMS) Unit of LGD. The Growth Management Services program is responsible for the Department of Commerce role as the lead agency for implementation of the Growth Management Act (GMA). The program provides technical and financial assistance to local governments to assist in the implementation of the GMA. The program also serves as the central coordinator of state agency implementation of the GMA.

Duties:

Direct Customer Service:

  • Serve as statewide policy lead on implementation of requirements for local government coordination with tribes on GMA planning and plan implementation.
  • Provide strategic technical guidance to planners and local elected officials on topics related to coordination of local government planning and tribal planning.
  • Provide strategic guidance on the consideration and inclusion of tribes in local government planning activities and in state agency implementation of the Growth Management Act.
  • Oversee tribal access to notices provided to Commerce through the Plan View data system. 
  • Develop and maintain ongoing relationships with tribal planners in Washington.
  • Provide training for tribal planners on the Growth Management Act.
  • Assist other program staff with outreach to tribal planners for projects within the unit work program.

Program Management/Implementation:

  • Lead the tribal planning mediation and dispute resolution process including management and oversite of the on-call dispute resolution contract.
  • As the agency’s GMA technical specialist on tribal planning, this position is responsible for developing agency policy in this subject area. A technical specialist maintains an in-depth knowledge of current practice in tribal planning, case law and other developments. During session, the tribal planning liaison drafts bill analyses and fiscal notes on bills related to the topic. 
  • Develop agency administrative rules under the Washington Administrative Code (WAC) related to implementation of the GMA requirements related to local government/tribal planning.
  • Develop core guidance documents and other materials related to tribal planning coordination.
  • Develop and maintain sets of recommendations, good examples and best practices for intergovernmental agreements between tribes and local governments on planning and plan implementation issues.
  • Coordinate regularly with the Commerce Tribal Liaison, the Governor’s Office of Indian Affairs and other agencies to maintain consistency between the agency tribal planning work and the state’s overall relationship with tribes under the Centennial Accord and the Millennium Agreement.
  • Serve as the lead and resource for other staff in the unit on tribal planning and help assigned planners to engage with tribal planners within their assigned territory, or within their area of policy expertise.
  • Administer, review, and approve all GMA statement of work, financial packages, contracts and budgets related to GMA.
  • Implement actions from local governments by working with staff to ensure timely payments of vouchers.
  • Manage the GMS grant database, develop guidelines, policies, and technical and financial materials/packages to assist local governments’ compliance with the GMA including the Review and Evaluation (Buildable Lands) Program.

weather including temperature extremes and windy, dusty conditions will occur. Must be physically capable of traversing uneven and/or rugged terrain when in the field. Ability to sit, stand, walk, climb, stoop, kneel, crouch, crawl, twist, grasp, and reach with arms and legs. Must have ability to lift, push, pull, or move up to 25 lbs. and occasionally higher with assistance. Must have close, distance, color, and peripheral vision, depth perception, ability to adjust focus, and the ability to read printed materials, computer screens, and monitors. Must also have hearing and speech to communicate clearly in person, over the telephone, and by radio. Safety rules and regulations must be followed, including use of PPE.

The work schedule is generally maintained during normal office hours, but may include early evening or
weekend hours as required. There will be occasions where the Planning Official will be required to be present at meetings during evening hours. Frequent travel is required within the County with occasional out-of-County travel. Must be able to operate a motor vehicle in all weather conditions and levels of daylight. Reliable attendance and punctuality are required.
