Job Summary:

Intercity Transit’s headquarters and base of operations is located in Olympia, the capital of the state of Washington, and county seat of Thurston County. Situated at the southern gateway to Puget Sound and home to more than 290,000 residents, Thurston County is 60 miles south of Seattle. Majestic Mount Rainier and the rugged Cascade Mountains are nearby to the east, while the Pacific Coast is just an hour drive to the west. Intercity Transit’s service area includes the cities of Lacey, Olympia, Tumwater, Yelm and their adjacent urban growth areas.

Intercity Transit is governed by a nine-member Authority Board and has an operating budget of $78 million and 472 employees. Reporting directly to the General Manager, the Development Director supports the development and management of major agency programs through four primary divisions: Planning; Grants; Marketing, Communications & Outreach; and Procurement & Capital Projects. As a department head, this position is responsible and accountable for providing strategic planning, direction, goals, and objectives in developing agency policy, budgets, programs, and staffing. This position mentors and supports key professional staff in several divisions and is responsible for administering major lines of business for Intercity Transit. Operating with 30 FTEs and a 2022 operating and capital budget of $109 million, the Development Department’s four divisions directly support Intercity Transit’s programs, services, facilities, and customers.

Intercity Transit’s new Development Director will have a demonstrated track record of strategic planning, project implementation, and leadership; being able to identify, prioritize, and direct the sequence, timing, and design of key programs and projects necessary to effectively meet the agency’s goals to deliver the transformational public transportation vision supported by the community and adopted by Intercity Transit’s Authority Board. The candidate will have foundational prior experience, including a bachelor’s degree from an accredited college or university in public administration, planning, transportation, or a related field, and 5 years of progressively responsible supervisory or management level experience in transit, transportation, planning, and program management. The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill three Regional Shoreline Compliance/Enforcement Specialist (Environmental Specialist 4) positions. These positions are located in our Southwest Region Office (SWRO) in Lacey, WA. OR in our Northwest Region Office (NWRO) in Shoreline, WA.

Please Note: The salary posted above does not include the additional 5% premium pay that these positions will receive if the position’s final location is in King County.

As the Regional Shoreline Compliance and Enforcement Specialist you will work to improve implementation of shoreline master programs (SMPs), including riparian area protections. You will work in collaboration with local governments to help ensure authorized shoreline development achieves no net loss of shoreline ecological functions, and to identify and correct unauthorized activities on priority shorelines and riparian areas. We are seeking applicants to fill one position each in our NWRO in Shoreline and our SWRO in Lacey, and a third position that could be sited in either of those offices. We are looking for applicants who possess excellent people skills, the ability to thoroughly analyze land use proposals to make regulatory decisions, and the ability to communicate complex permitting information to audiences with competing goals and interests.

Essential Duties:

What Makes This Role Unique?

You will be joining a team of passionate public servants who work with a broad network of local shoreline administrators to implement a new SMA monitoring and adaptive management program. You will get to work and build relationships with various partners, including local governments, tribes, non-profits, and state and federal agencies. This is a great opportunity to use creative and solution-oriented problem-solving skills to protect Washington’s shorelines. You will serve as a regional specialist helping implement a new statewide Shoreline Management Act Compliance and Enforcement Program. For the purpose of these positions, compliance means effective implementation of Shoreline Master Programs (SMPs) through use of appropriate permit review processes, successful ecological mitigation, and consistency with SMP policies and regulations; and enforcement means addressing violations of permits and responding to unpermitted actions.

What You Will Do:

  • Support development and implementation of the proactive SMP compliance assistance program; helping local governments build systems for monitoring and adaptive management of their SMPs to ensure effectiveness and improve efficient administration. 
  • Review and analyze shoreline authorizations and share information and work with local partners to improve compliance with their SMP, including riparian area protections, mitigation obligations and other permit conditions, and to ensure no net loss of ecological functions.
  • Assist local governments in developing systematic approaches to monitor the success of permit systems, including the effectiveness of mitigation and other permit conditions. 
  • Participate in technical assistance training programs for agency staff and local agencies to enhance efficiency and effectiveness of SMP implementation. 
  • Serve as project officer for local grants aimed at improving compliance with SMPs. 
  • Implement ongoing programs to monitor shorelines to identify and correct unauthorized activities on priority shorelines.
  • Ensure an effective response to SMA violations through informal, voluntary, and formal enforcement actions such as notices of violations, administrative orders, or settlement agreements.

Job Description:

The Planning Official performs professional planning for Kittitas County including modification of the Countywide Comprehensive Plan and related ordinances, and implementation of current and long-range activities. Primary Duties:

Administrative/Supervisory:

  • Supervise Planning Division staff and manage current and long-range planning workload for the division.
  • Select and train new staff in coordination with Human Resources and the Community Development Services Director, conduct performance evaluations, and recommend disciplinary action of assigned staff, if necessary.
  • Work closely with other department managers, supervisors, staff, and other officials in resolving planning and permitting code requirements, project issues and customer complaints.

  • Conduct land use review and processing of various land development and zoning applications including, but not limited to: short plats, long subdivisions, conditional uses, variances, rezones, planned unit developments, and master site plans.
  • Assign land use applications to division staff for review and processing.
  • Serve as the State Environmental Policy Act (SEPA) lead official.
  • Administer and interpret local ordinances and the County’s zoning and land use development codes.
  • Provide staff support and make recommendations to the Hearings Examiner, Planning Commission and Board of County Commissioners regarding specific project results and development plan review recommendations.

Minimum Qualifications:

Working Conditions:

Work is performed in a standard office setting and various outdoor environments. Exposure to inclement weather including temperature extremes and windy, dusty conditions will occur. Must be physically capable of traversing uneven and/or rugged terrain when in the field. Ability to sit, stand, walk, climb, stoop, kneel, crouch, crawl, twist, grasp, and reach with arms and legs. Must have ability to lift, push, pull, or move up to 25 lbs. and occasionally higher with assistance. Must have close, distance, color, and peripheral vision, depth perception, ability to adjust focus, and the ability to read printed materials, computer screens, and monitors. Must also have hearing and speech to communicate clearly in person, over the telephone, and by radio. Safety rules and regulations must be followed, including use of PPE.

The work schedule is generally maintained during normal office hours but may include early evening or weekend hours as required. There will be occasions where the Planning Official will be required to be present at meetings during evening hours. Frequent travel is required within the County with occasional out-of-County travel. Must be able to operate a motor vehicle in all weather conditions and levels of daylight. The Opportunity

WSDOT is seeking experienced planners with multimodal expertise and passion for equitable, sustainable transportation to fill Transportation Planning Specialist 5 positions in several locations across the state. The leaders in these new positions will play a key role in advancing Complete Streets and environmental justice at WSDOT. The Principal Multimodal Planners will promote system approaches to tackle challenging transportation problems and help shape agency plans and projects, with a focus on delivering project pre-design and corridor and network plans. The incumbents work as part of a region planning office and serve on agency-wide teams. The individuals in these roles will implement innovative planning methods, lead multidisciplinary teams, and promote inclusive community engagement. Qualifications:

  • Assists in the development and scoping of projects and review process of eligible grant applications from various agencies and other grant sources.

Supervisory Responsibilities:

This position will assist other staff, on a project-level basis to accomplish special project initiatives or short-term objectives as directed by the Assistant County Engineer

The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill an Ocean Planning Assistant (Environmental Planner 2) position. This position is located in our Headquarters Office in Lacey, WA.

In this exciting opportunity, you will get to work with a broad range of scientists, resource managers, planners, and policy leaders to help guide Washington’s marine spatial planning effort. In 2018, Washington State finalized a Marine Spatial Plan for Washington’s Pacific Coast that was developed to protect ocean resources and minimize conflicts with potential new ocean uses. A large amount of data and information was collected as part of the Marine Spatial Plan development process, however, there is a need to update and collect new data that will help with emerging needs and implementation. You will work with Ecology and other state agencies in their effort to identify, acquire, and make available high priority data that help protect and preserve Washington’s valuable ocean and coastal resources. In addition, you will support ocean planning efforts more broadly as part of Washington’s Coastal Zone Management Program.

You will gain experience with:

  • Carrying out Ecology’s mission through collaborative multi-agency or multi-stakeholder workgroups convened to address marine and ocean management issues.
  • Research and analysis to develop policy options, and writing policy briefing documents.
  • Translating scientific information into pragmatic policy options.
  • Internal and external program communications on marine and ocean policy issues.
  • Technical assistance, training, and resource development for effective implementation of the Marine Spatial Plan for Washington’s Pacific Coast. 

This position will be housed within Ecology’s Shorelands and Environmental Assistance (SEA) Program. The mission of the SEA Program is to support community conservation efforts for our state’s shorelands, wetlands, and floodplains.

Please Note: This is a project position that is funded until June 30, 2024, with the possibility of extension and future opportunities.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Duties:

What Makes This Role Unique? With the emergence of new ocean uses across the nation, there is a growing and urgent need to inform decision making with the latest data and information in order to protect ocean resources and minimize conflicts between competing ocean uses. Having finalized a Marine Spatial Plan in 2018, Washington State is well positioned to achieve this goal but more work is needed to fully implement the plan and achieve the best outcomes. In this role, you will have the opportunity to participate in that process by collaborating with a wide range of governments, organizations, researchers and stakeholders that share similar goals.

What You Will Do:

  • Inventory and analyze existing ocean data, and identify high priority data and information needs for ocean resource planning and management.
  • Work with researchers and scientists to acquire new and updated data, and explore partnerships and funding opportunities for additional research and data collection.
  • Coordinate the preparation of an ocean research agenda, identify data gaps, and complete a collaborative prioritization process for addressing data gaps.
  • Collaborate with a small team of ocean and coastal planning staff to develop policy and procedural documents related to Washington’s Marine Spatial Plan and the establishment of a Geographic Location Description for Washington’s Pacific Ocean waters.
  • Assist with coordination between tribal, local, state, and federal agencies on various Marine Spatial Planning tasks, including data sharing and efforts to address data gaps and research needs.
  • Attend meetings with state agencies, stakeholders, and federal, state, and tribal governments as needed and provide briefings on data prioritization, needs, and funding opportunities.

Qualifications:

Required Qualifications:

Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR 

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

One (1) year of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

OR

One (1) year of experience as an Environmental Planner 1 at Ecology.
