Job Description:

The City of Camas is looking for a collaborative and exemplary leader with broad planning and community development experience who is dedicated to engaging with the public and City leadership to shape the future of Camas.

As a member of the City’s senior leadership team, the Community Development Director will report directly to the City Administrator. The Director oversees the activities and operations of the planning, building and development engineering divisions which includes the City’s land use, building, zoning and environmental ordinances, planning, engineering and environmental and community development functions.  A highly effective leader and communicator, the Director possesses exemplary public engagement skills and manages conflict well.  A proven record of building consensus and providing outstanding customer service is key to being successful in this role. The ability to navigate change while accomplishing department and City priorities will be imperative to facing the growth that lies ahead in Camas.

Additionally, the successful applicant will be expected to:

  • Continue leading development of subarea plans for the Camas North Shore and Downtown Camas
  • Oversee the continued implementation of the Camas Housing Action plan and the 2035 Comprehensive Plan and lead the City’s efforts in the upcoming Comprehensive Plan periodic update process
  • Engage a wide variety of diverse stakeholders related to City growth and development projects.
  • Manage the Department budget of approximately $3.7m  
  • Build and maintain economic development relationships and identify significant employment land opportunities in Camas
  • Oversee, manage and motivate 18FTEs in the Building, Planning and Development Engineering workgroups

Minimum Qualifications

The Community Development Director will have:

  • Five years of experience in urban planning or development and policy development including management and supervisory experience; and a Bachelor’s degree from an accredited college or university with major course work in Urban or Regional Planning, Public Administration, Urban Design or related field.
  • A Master’s degree in Public Administration, Planning, Community Affairs or a related field is preferred.

Compensation and Benefits

The Community Development Director is an at-will position and the contract is at the discretion of the Mayor. The position has an expected hiring range of $123-148k, depending on qualifications. Camas has a competitive benefit package including medical, dental, vision, life insurance, employee assistance program and pension with the Washington State Department of Retirement Systems.  Paid time off, administrative leave and holidays are also included.

Job Description:

This is a full-time, exempt position with a salary range of $105k – 115k annually. This is primarily an office-based position, but periodic local travel associated with project fieldwork is required.

Duties & Responsibilities:

  • Guide regulatory negotiations and coordinate with project engineers
  • Manage ongoing environmental permitting projects, ensuring that document preparation is consistent with environmental regulations and tailored to the project proposal
  • Interact with clients, agency representatives, and consultants across multiple projects
  • Ask probing questions and synthesize complex information to understand the project and its context, using this information to develop a strategic permitting approach
  • Review details in dense materials and complex regulations in order to complete a diverse range of projects

Required Qualifications:

  • Degree in environmental science, planning, policy, or related field
  • 10+ years of environmental planning, ideally in the Pacific Northwest
  • Ability to lead document production for a range of environmental permitting projects
  • Demonstrated experience with federal, state, and local permitting, including strong familiarity with the following:
    • SEPA and NEPA documentation
    • Joint Aquatic Resources Permit Applications, specific experience with Clean Water Act Section 404/401
    • Shoreline Master Program consistency analyses
    • Comprehensive land use permit applications 
    • Endangered Species Act and Section 106 documents

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Remedial Action Grant Manager (Environmental Planner 3) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As a Remedial Action Grant Manager you will manage a suite of grants supporting local governments in critical cleanup projects and other recipients cleaning up sites for affordable housing.  In this role, you will provide critical support for program development and updates to best practices as the grant programs continually evolve. You will gain valuable skills in grant management, negotiations, project management, publication development, and project evaluation.

The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

The Financial Services Unit (FSU) provides a variety of financial services to support the Toxics Cleanup Program’s mission, including cost recovery, grant program management, budgeting, and complex contract negotiation and management.  This position is par to of a small team that works dynamically to support work and staff throughout the state.  

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. What Makes This Role Unique?

In this role, you will work with diverse teams throughout the program and state to support cleanup projects through critical grant management. As a member of the Remedial Action Grant team, you will also help to update best practices, project evaluations, and publications. By providing critical support you will help projects critical to local government and affordable housing efforts move cleanup projects forward and support the community.

Option 1: A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND Four years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3: One year of experience as an Environmental Planner 2 at Ecology.

Job Description:

The Community Development Director, under the direction, supervision and authority of the City Administrator, is responsible for the management of the Planning and Community Development department which includes current and long-range planning, development review, environmental (SEPA) review, and economic development.  The Director serves as a resource to the City Administrator, City Council, Planning Commission, businesses, developers, other governmental agencies and the general public.

The Growth Management Services (GMS) unit provides financial and technical assistance to local governments as the plan under the Growth Management Act (GMA). Staff include a Western and Easter Washington technical assistance teams, as well as specific teams related to housing and climate change.  The seven-person housing team is looking for someone to help provide assistance and manage contracts related to housing including the infrastructure program to connect to affordable housing, housing action plans, middle housing grants, and transit-oriented development grants.  The team also has contracts related to projecting housing needs, racially disparate impacts in housing, accessory dwelling units, and the multifamily tax exemption program.

This Commerce Specialist 2 will provide assistance to team members, and to cities and counties on growth management planning and housing. This position uses expertise in the principles, practices and techniques of land use and environmental laws and rules including the Growth Management Act (GMA) and the State Environmental Policy Act. This position will also analyze proposed legislation related to GMA implementation, update and grants.

Duties:

Managing Grants, Loans and Contracts

  • Assist in developing, negotiating and monitoring financial packages for local governments, including scope of work and budget for GMS Housing grants.
  • Track and monitor the administration and implementation of GMS housing grants. Follow up to monitor progress related to housing grant implementation and provide additional technical assistance as needed.
  • Review deliverables to ensure work is commensurate with funds and when deliverables are submitted, that they are adequate.
  • Enter contracts and pay invoices within our Contract Management System (CMS).

Under general supervision, Environmental Specialist provides permitting support for construction, maintenance, and natural resource projects occurring at Avista’s Spokane River Hydroelectric Developments. Short Range: Assigns files to planners and assists in permit application reviews; reviews and investigates applications for annexation, subdivision, right-of-way vacation, zoning and city utility extensions; provides policy guidance on staff recommendations. Conducts research, prepares graphics, maps, reports and recommendations for presentation to various government officials. Works with other governmental agencies and city departments in a support role. Provides technical planning assistance to the public on request. Answers planning questions posed by the general public. 

Long Range: Assists in problem identification and development of goals and objectives. Designs programs necessary to meet assigned planning objectives. Develops methodology; performs research, data gathering and applies statistical techniques. Performs lead role in zoning and subdivision amendments and other regulatory programs. Coordinates land use programs. 

Requires regular and reliable attendance. 

Performs other related duties as assigned.

Major Worker Characteristics:

Extensive knowledge of modern urban planning principles and practices; understanding of land use concepts and the impact of sociological, demographic, economic, environmental and other factors influencing land use and development; knowledge of project management principles and methods. Ability to: systematically gather, organize and analyze data; write reports clearly and convey technical information to lay persons; to plan work, think conceptually, observe and evaluate trends, analyze data, and draw logical conclusions. Demonstrate well-developed and effective communications and interpersonal relations skills leading to effective programs and policies.

Physical Demands:

Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing for a period of time.  Frequently needs to move inside the office to access file cabinets, office machinery, etc. Constant use of both hands in reaching/handling/ grasping/fingering while performing duties operating on computers and other machinery. Occasional heavy work includes lifting and carrying up to 20 pounds. Occasionally ascends/descends stairs and ladders while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and while communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. May work, in remote locations or in noisy work area.  May work outside with all weather extremes, be exposed to pollen and dust, and will be required to wear safety protective gear when necessary.
