Job Description:

The Director of Planning, Community, and Economic Development plans, organizes, controls, and directs the activities of the Planning & Community Development and Building Departments in accordance with state and federal laws and codes with the mayor’s oversight. This position assures the efficient and economical use of departmental funds, including grant monies, personnel, facilities, and time; and accomplishes short-term and long-range planning. Close working relationships are required in planning-related activities. Requires the ability resolve conflicts and otherwise maintain harmonious relationships in dealing throughout the organization, with developers, property owners, and the general public, to assure that efforts are effectively directed toward achieving the common City goals.

Responsibilities:

  • Plan, organize, control, and direct the activities of the Planning & Community Development and Building Departments in accordance with state and federal laws, and city codes; oversee compliance with Growth Management Act requirements, development review, economic development, permitting and inspection.
  • Develop and implement policies, procedures, and practices for the permitting and inspection function, conduct plan studies, review zoning and other land use ordinances, evaluate proposed annexations; direct planned development and other programs in relation to appropriate ordinances, plans or acts.
  • Oversee the development and implementation of a comprehensive economic development program, evaluate program elements for effectiveness, work with various segments of the community in achieving economic development goals and provide information and coordinate requests from prospective businesses.
  • Assess human service needs within the community, work with various service providers to coordinate efforts within the community and make recommendations consistent with city policy.
  • Communicate with City management and other agencies and provide staff support on administrative matters, legislation, and policies; recommend appropriate action to advisory boards, committees, City Council or outside agencies. Provides staff support to the Planning Commission and the City Council by preparation of agendas and issues analyses on behalf of the City staff utilizing consultants, contractors, and other department heads.
  • Serve as SEPA-responsible official and make SEPA determinations of significance, mitigated determinations and non-significance determinations; review and make recommendations on SEPA appeals.
  • Serve as the Shorelines Administrator under the provisions of the City’s Shoreline Master Plan.
  • Serve as the Administrative Official under the provisions of the City’s Zoning and Subdivision Ordinances.
  • Administer consultant contracts, review, and recommend annexation requests and land use actions in accordance with State regulations.
  • Develops and maintains constructive relationships with civic groups regarding planning and community programs and activities.
  • Initiate community interest in planning and community development programs and grant acquisition. Participate in studies regarding acquisition and management of land for City purposes.
  • Supervise and evaluate the performance of assigned personnel; select, reassign, promote, and discipline employees according to established procedures; assure efficient and effective use of department employees in assigned activities; receive, evaluate, and resolve complaints related to departmental staff and operations.
  • Prepare, monitor, and control the annual department budget; assure department goals, policies, procedures and operations are maintained within budget limitations; develop and administer departmental grants as required.
  • Develop and implement departmental operating policies and procedures; assure compliance with applicable laws, court decisions and management principles and techniques.
  • Coordinate with City departments regarding the administration and enforcement of planning, zoning, permitting, inspection, and a wide variety of codes and ordinances; coordinate activities with City, State, and federal agencies, property owners, developers and other City departments; provide planning assistance to City departments as needed.
  • Conduct departmental staff meetings as needed; attend management and professional meetings and seminars as required.
  • Prepare and maintain a variety of records and reports related to community development operations and activities; review and edit a variety of reports prepared by departmental staff.
  • Respond to public inquiries; investigate and resolve complaints or refer to appropriate individuals or other City departments for resolution.
  • Participate as a member of the City Management Team to assist in planning, organizing and implementing policies.
  • Attends frequent community meetings as required, often outside regular working hours.
  • Operate a variety of office technology; operate a City vehicle.

Qualifications:

  • Qualified candidates will have a bachelor’s degree in urban planning or closely related field plus 8 years’ experience in urban planning, land use, and community development preferably in a municipal environment with at least five years in a management role or an equivalent combination of related education and experience.
  • Must have or be able to maintain American Institute of Certified Planners (AICP) certification
  • A valid Washington State driver’s license.

Level of Authority:

Individuals in this position are accountable for the efficient and effective performance of the department. The individual is responsible to develop short-term and long-range plans and budgets for community planning & development and building departments for the City with assistance from community groups and state and federal agencies as authorized by the City Council. Reports to the Mayor with activities reviewed for adequacy of professional judgment, compliance with policies and achievement of results consistent with objectives. Operates with appreciable latitude for independent action and decisions commensurate with demonstrated ability. Errors in judgment could have substantial impact on public acceptance of programs and efficient operation of other City departments.

Work Environment:

Work is performed both in an office environment and on-site at project locations, meeting landowners, system operators, designers, project consultants and engineers.

Physical Environment:

Those present in a normal office environment. Visual acuity to read and review plans and conduct inspections, hearing and speaking to exchange information and make presentations, sitting or standing for extended periods of time. Ability to drive a vehicle. Manual dexterity to operate a personal computer.

Job Summary:

This is a senior-level professional position that is responsible for leading transportation projects and programs of the county’s planning work program, Planner III’s are assigned to the most challenging projects and assignments, measured by a combination of the project’s complexity, scope, impact on the community or other relevant considerations. The position exercises the highest levels of independent judgment, communication, project management and inter-agency relationship skills. The incumbent operates flawlessly in a team-based work environment and employs exemplary interpersonal communication skills. These work methods are necessary to oversee transportation programs and projects given a wide variety of technical, financial, partner relationships with the Regional Transportation Commission, Washington State Department of Transportation, local jurisdictions and other internal and external agencies. The position makes and implements work assignments with limited direction and guidance.

The candidate has a proven track record in demonstrating personal initiative and independent judgment, supervising projects, and programs, participating in multi-agency teams, and fulfills work program commitments with high quality, and integrity. The position works effortlessly in a team-based environment, leads others by example, and seeks common ground when project and policy development issues arise.

This position is the highest non-supervisory level in the professional planning series. Planner III positions hold responsibility for the most complex or advanced assignments within the assigned planning discipline. Planner III’s may act in a lead role over other Planners and support personnel. The next lower level of Planner II is the journey or fully experienced level.

This class is distinguished from the next lower class of Planner II by work that is reviewed on a less systematic basis and involves more complex assignments requiring independent judgment and project management that involves coordinating the work of one or more transportation planners.

This position does have the option of working a remote hybrid schedule, however, the candidate selected MUST reside within Washington or Oregon. No exceptions.

Qualifications:

Education and Experience:

Graduation from a four-year college or university with major course work in planning, architecture or a related field; AND two (2) years experience in a planning position comparable to a Planner II; or a Master’s Degree in urban planning (or other discipline appropriate to the assignment) AND one (1) year experience in planning in a position comparable to a Planner II; or substituting, on a month-for-month basis, experience related to the duties of the position for the required education.

Desired Skills & Training:

  • Knowledge and skill in the use of computers for word processing and desktop publishing, creation of spreadsheets and computer-generated business graphics.  Familiarity with interpreting or applying statistical data and results.
  • Proficiency in Microsoft Office.
  • Basic proficiency or knowledge of: Database, GIS, and Traffic Modeling software and methods.
  • Experience with hosting remote meetings using virtual communication platforms (Webex, Zoom, Teams, etc.)
  • Possession of a valid state Driver’s License

General Purpose:

Under the direction of the Economic and Community Development (ECD) Deputy Director, plan, organize and manage the operations and activities of the Current Planning and Rental Housing Inspection sections of the ECD Department.  Responsibilities include, but are not limited to, administration of the City’s land use and development codes, implementation and evaluation of the Rental Housing Inspection Program (RHIP); land use entitlement review; implementing policy initiatives; assigning, monitoring, reviewing, and evaluating work of professional  planning  and RHIP staff,  and special project research and studies related to land use planning and development.

Work is characterized by management, administrative and supervisory responsibilities for the organization, direction, evaluation and operation of the Current Planning and RHIP sections.  The incumbent is responsible for carrying out supervisory duties including interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; approving/scheduling leave time; and recommending promotions and/or terminations where appropriate.  The incumbent assures compliance with various City ordinances and regulations related to land development; evaluates and ensures efficiency of Current Planning and RHIP processes, prepares and presents staff reports for public hearings and meetings; informs the public, outside agencies, developers, and others of various City and State land use and development code requirements and policies; and performs planning and coordination tasks for special projects and programs.

Essential Duties & Responsibilities:

Plan, organize, manage, evaluate, and direct the programs, operations and personnel in the Current Planning and RHIP sections of the ECD Department in the processing of planning permits and the administration and enforcement of the City’s land use, planning and zoning codes, ordinances and regulations.

Plan, organize, manage, evaluate, and direct the programs, operations and personnel in the RHIP section of the ECD Department.

Act as the City’s Local Administrator under the Shoreline Master Program in the local implementation of the State Shoreline Management Act.

Act as the City’s Responsible Official in local implementation of the State Environmental Policy Act (SEPA).

Represent the Planning section and RHIP section before the City Council as necessary.

Supervise assigned staff in accordance with the City’s policies, procedures, and applicable laws.  Responsibilities include, but are not limited to, interviewing, hiring and training employees; planning, assigning, directing, and evaluating work and performance of staff; rewarding and disciplining employees; addressing complaints and disputes; resolving problems; scheduling/approving leave time; and recommending termination as appropriate.

Effectively develop, interpret and administer the Zoning Code, Subdivision Code, technical planning documents, and other land use regulations, policies, and procedures. 

Ensure the effective and efficient review and processing of development and land use permit applications.

Process highly complex and often controversial environmental, land use, and development applications and policy initiatives to be considered and heard before the Hearing Examiner, Land Use and Planning Board, Economic and Community Development Committee, and City Council; research and coordinate these applications and policy initiatives with appropriate state, regional and local agencies and parties.  This includes, but is not limited to, preparing analysis, coordinating with other City departments, applicants, outside agencies, developers, elected officials, and general public, providing effective, timely, and appropriate public notice and public information, delivering effective presentations, and providing professional testimony and recommendations before the Hearing Examiner, Land Use and Planning Board, and City Council.

In cooperation with the ECD Deputy Director, establish goals, policies, procedures and objectives for the Section, which reflect overall City priority issues including development of an annual work program that implements the division’s goals and objectives; consult with the ECD Deputy Director on the most appropriate course of action on projects and activities of the Sections; formulate the section’s annual budget and staffing projections; authorize and monitor budget and expenses for the section.

Perform the duties of planning manager, where appropriate, as prescribed in the zoning code, Title 15; subdivision code, Title 12; and the City of Kent Shoreline Master Program including decisions related to administrative variances, use interpretations, short plats, minor conditional uses, design review, and other code administration.

Originate innovative planning programs and projects; conduct special studies; perform research and analysis; prepare recommendations and special reports as assigned to facilitate Planning projects and programs; present reports and plans to the City Council, Land Use and Planning Board and citizen groups.

Effectively coordinate with interdepartmental staff to amend operational plans and regulations to ensure consistency with comprehensive growth management plans.

Negotiate, manage and administer contracts with consultants to perform specified Planning activities.  Effectively write, oversee, and coordinate grants, including budget and deliverables.

Evaluate program accomplishments against established goals and timetables. Make recommendations to the ECD Deputy Director based upon the evaluation concerning future plans.

Establish and maintain cooperative and effective working relationships with community organizations relating to planning operations.

Under general supervision, plays a significant role towards the successful implementation of the Spokane River Hydroelectric Project License.

Job Description:

The Kittitas County Community Development Services is currently seeking qualified candidates for the position of Planner I/Long Range Planner. What Makes This Role Unique?  You will be joining a team of passionate public servants who work with a broad network of local shoreline administrators to implement a new Shoreline Management Act (SMA) monitoring and adaptive management program. You will get to work and build relationships with various partners, including local governments, tribes, non-profits, and state and federal agencies. This is a great opportunity to use creative and solution-oriented problem-solving skills to protect Washington’s shorelines. You will serve as a regional specialist helping implement a new statewide SMA Compliance and Enforcement Program. For the purpose of these positions, compliance means effective implementation of Shoreline Master Programs (SMPs) through use of appropriate permit review processes, successful ecological mitigation, and consistency with SMP policies and regulations; and enforcement means addressing violations of permits and responding to unpermitted actions.

What You Will Do:

  • Support development and implementation of the proactive SMP compliance assistance program; helping local governments build systems for monitoring and adaptive management of their SMPs to ensure effectiveness and improve efficient administration. 
  • Review and analyze shoreline authorizations and share information and work with local partners to improve compliance with their SMP, including riparian area protections, mitigation obligations and other permit conditions, and to ensure no net loss of ecological functions.
  • Assist local governments in developing systematic approaches to monitor the success of permit systems, including the effectiveness of mitigation and other permit conditions. 
  • Participate in technical assistance training programs for agency staff and local agencies to enhance efficiency and effectiveness of SMP implementation. 
  • Serve as project officer for local grants aimed at improving compliance with SMPs. 
  • Implement ongoing programs to monitor shorelines to identify and correct unauthorized activities on priority shorelines.
  • Ensure an effective response to SMA violations through informal, voluntary, and formal enforcement actions such as notices of violations, administrative orders, or settlement agreements.

Duties:

What Makes This Position Unique? As the Contract Process Improvement and Training Planner, you will have the opportunity to work closely with individuals within and outside of the Department of Ecology, from contractors and grant recipients to other agencies and program staff.
