Job Description:

Manages the Planning department’s Permit Division. Researches, analyzes, and implements methods and procedures to improve process efficiencies within the department. Directly supervises the Permit Technicians, Building Receptionist and Planning Systems Analyst. Manages the team to assure efficient permit functions and superior customer service. Oversees system administrator for the department’s permit tracking software. Represents Skagit County by maintaining a professional approach and demeanor in all activities.

  • Salary upon hire is $38.73 to $41.48 per hour (step 1 through 3) depending upon qualifications.
  • Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $51.50/hr.). The Permit Manager is Range 29 of the General salary schedule.

 Essential Functions:

  • Manages the daily operations of the Permit Technicians, Building Receptionist and Planning Systems Analyst employees to ensure efficient operations and teamwork between Planning department divisions.
  • Reviews and analyzes department goals and objectives for permit processing and tracking. Supervises the development, implementation, and execution of the new permit software project; ensures scope and schedule of the implementation are established and met. Drafts or revises department policies and procedures related to the development and use of the permitting system.
  • Provides business process analysis and technical support of the County Permitting System.   As manager of the permit management/software system, implements, supports and oversees interfaces between IS department for technical support. Functions as the primary technical liaison between the department and the Information Service (IS) and GIS departments.
  • Develops, plans and leads staff on the testing and implementation of system upgrades and modifications.  Works with Information Services staff and system vendors to identify and implement upgrades, evaluate, report and monitor resolution of issues and migrate to the live production environment
  • Manages the reporting, dashboards and ad hoc reporting of the permitting system. Coordinates and changes to system or custom reports with business process changes or system upgrades.
  • Designs and implements data and reporting solutions.  Manages and maintains Permitting System data warehouse.  Provides permitting data to multiple departments, agencies and for public record requests.
  • Responsible for permitting system data input, monitoring, modification and maintenance to ensure accurate and timely flow of permits and information through the department. Configures the system to improve efficiencies.
  • Monitors the workload of the Permit Technician employees, organizes the scheduling of reviews, and communicating among review teams to assure that the flow of information is not interrupted.
  • Directs, plans, prioritizes, trains employees and manages permit processing and related activities, providing day-to-day work direction for permit processing and technical development regulations with continuous feedback to Permit Technician team.     
  • Provides excellent internal and external customer service by clearly conveying information, explaining procedures and effectively answering questions and addressing concerns of the team and of the customer/public.
  • Provides complex reports to the Planning Director on processing performance, performs a variety of specialized analytical duties in order to identify deficient areas, and implements processes to correct deficiencies and re-assess performance.
  • Provides technical support to Planning & Development Services team. This includes, managing the department’s permitting system, SharePoint database, website and form updates, revenue projections and audits.
  • Responsible for hiring, evaluating, and counseling/discipline of employees within the division.

Supervisory:

  • Directly supervises, manages, evaluates, monitors, and assigns work to Permit Technician, Building Receptionist and Planning Systems Analyst employees.

Minimum Qualifications:

  • Bachelor’s degree in planning, IT or related field.
  • At least 3 years of experience in construction/development and planning; or experience in the public or private sector providing excellent customer service; or experience with pertinent computer software systems.
  • Proficient in use of computers, permit software, GIS mapping software and associated programs and equipment.
  • An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position
  • Demonstrated ability to work as an effective team member in a highly collaborative environment.

Requires Knowledge of:

  • Management principles

Job Desciption:

Administers and supervises the building, permitting, and fire marshal divisions of the Planning & Development Services department under the direction of the director.

  • Salary upon hire is $41.48 to $44.46 per hour (step 1 through 3) depending upon qualifications.
  • Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $55.17/hr.). The Building Official is Range 30 of the General salary schedule.

Essential Functions:

  • Manages the manner and method of issuing building permits and other applicable permitted activity. Directs staff to explain, interpret, plan review and inspect all applicable codes to architects, engineers, building contractors, property owners and other interested persons. Provides for ongoing educational opportunities.
  • Administers and ensures enforcement of the provisions of the building, plumbing, mechanical, codes as well as state and federally mandated barrier-free, energy, flood and manufactured building regulations.
  • Assists in the preparation of the Department’s annual budget and monitors monthly revenue and expenditure reports.  Projects revenue and expenses for the Development Services division of the Department.
  • Participates in Department administration as member of Department executive management team.   Includes primary responsibility for the development and project management of project time tracking system and a fee schedule for the permitting divisions of the Department.
  • When directed, interacts on behalf of the county with applicable state and federal agencies related to all phases of building code enforcement. Works with architects, engineers, contractors or other appropriate individuals to assure compliance. Makes inspections to resolve conflicts, provide back up for inspection and plan review staff and ensure compliance with established public safety standards and general workmanship.
  • Resolves complex building inspection problems. Assures that citizen complaints relating to any building activity are investigated and resolved. Serves as executive secretary to the Building Code Board of Appeals on matters related to building code enforcement and interpretation.
  • Serves as the County Fire Code Official in charge of administration of the International Fire Code.
  • Serves as the County Floodplain Manager. Manages program to comply with Federal Emergency Management Agency’s (FEMA) requirements under the National Flood Insurance Program (NFIP). Prepares reports and documentation for participation in the Community Rating System (CRS) program and in response to Community Assistance Visits (CAV).
  • Develops, coordinates and executes policies and methods relating to building plans examination for building detail. Inspects for compliance and consistency in administration and enforcement. Prepares reports and charts of departmental activities.

Supervisory:

  • Supervises, evaluates, monitors, and assigns work to division staff.
  • Manages the, plans examiners, and building inspectors who review and inspect for all building codes.
  • Manages the code compliance division. Directs code compliance officers on complaint response, investigations, and interaction with other departments.
  • Manges the stormwater division who review for compliance with the stormwater manual and the county’s NPDES permit.
  • Manages the Fire Marshal division for prioritization of workload, fire investigations, burn complaints, interaction with fire districts, neighboring jurisdictions under interlocal agreement(s), and with Northwest Clean Air Agency.

Other Job Functions:

  • Performs plan review on all structures re: structural, fire, safety, energy, mechanical, plumbing and barrier free requirements.
  • Develops public education and outreach programs.
  • Assists with permit counter reception and technical back up duties.
  • Develops, updates, and maintains Department’s emergency response plans.

Job Description:

The City of Tacoma’s Planning and Development Services Department (PDS) is seeking a customer-service driven, community-minded person to join our Land Use Team as an Associate Planner. This Planner will work on a combination of discretionary land use permits, environmental review, and building permits. This person also staffs the customer service counter and supports our code enforcement team.

What to Expect:

The City of Tacoma continues to operate using a hybrid model. This person will work in office a minimum of one day a week with up to four days per week during training.

The Successful Candidate Will:

  • Be proficient with multiple technology platforms, such as Zoom, Microsoft Teams, Chat, Sharepoint, e-mail, Adobe, and electronic permitting.
  • Be able to manage a diverse range of permits with competing deadlines.

Assignments are typically reoccurring, of limited scope, and/or involve a portion of a project. Assignments require analysis of a variety of laws, rules, policies, procedures and standards, and development of strategies to resolve problems consistent with established standards. Staff in this position coordinate work within a department, between departments, and with the public and/or other governmental entities.

OR

  • Four (4) years training and work experience performing the functions of an Associate Planner.

Essential Functions:

  • Processes land use applications after reviewing for compliance with local, State, and Federal regulations and plans. Leads and coordinates assigned land use applications through all steps of project review (including environmental review and writing staff reports), hearing, and adoption process.
  • Prepares comprehensive plan amendments or other GMA related plans (e.g., Parks and Open Space Plan), including research, analysis and documentation of background information, environmental review, and preparation of staff reports and recommendations presented to the Planning Commission and City Council.
  • Prepares amendments to the City’s Unified Development Regulations, including supporting studies, environmental review, and preparation of staff reports and recommendations to the Planning Commission and City Council.
  • Prepares planning reports and supporting data; provides project evaluation and technical direction to the Planning Department and other City staff regarding a specialized area of planning such as environmental concerns, community development or land use.
  • Provides land use and zoning information to developers, architects, engineers, contractors, property owners, and to the general public.
  • Advises citizens, community leaders and elected officials on public policy issues, planning procedures, comprehensive plans, as well as regulatory ordinances.
  • Conducts site visits to monitor construction of development projects and performs inspections prior to acceptance of site and/or building improvements prior to project approval and/or issuance of certificates of occupancy.
  • Provides code enforcement support for more complex and sensitive land use violations.
  • Manages and coordinates with consultants hired by the City for peer review of current planning projects and long-range planning services.
  • Coordinates department activities with other departments and agencies as needed relative to planning assignments.
  • Responsible for the preparation and oversight of the City’s sensitive area program.
  • Assists in the implementation and inspection of City improvements including parks, streetscapes, landscapes and other municipal projects.

Desired Minimum Qualifications:

  • Bachelor’s Degree from an accredited four-year college or university in Urban Planning, Landscape Architecture, Public Administration, or a closely related field
  • Six (6) years progressively responsible experience, with a minimum of three (3) years working for municipal government in current and long-range planning
  • Master’s Degree in any of the above-referenced fields and a minimum of four (4) years of progressively responsible experience in current and long-range planning
  • Any combination of education and experience which would provide the desired skills, knowledge and ability to perform the requirements of the position.
  • AICP Certification preferred.
  • Valid Washington Driver’s License

  • Working knowledge of Washington state growth management and zoning legislation, SEPA, shorelines master program, and other Federal, State, and local planning requirements.

What to Expect:

This position will be responsible for a varied range of duties including:

  • Analyze local agency grant application materials that include, but are not limited to, online survey responses, emails, and file attachments, and make recommendations for funding based on program criteria.

  • Prepare quantitative analysis and other documents needed for the grant prioritization process, including independent research about equity and safety needs at project locations.

  • Collect data from appropriate sources and conduct analysis to support active transportation division prioritization of projects based on equity, safety, network connectivity, and other criteria in the context of the Safe System Approach and program-specific requirements
  • Develop communication materials consistent with agency communication standards that provide clear overviews of active transportation programs and information suitable for a variety of audiences, including WSDOT colleagues, agency partners, elected officials, and the general public. 
  • Develop materials in a variety of formats and platforms including PowerPoint presentations, reports, web content, fact sheets, articles for the WSDOT blog and other publications, news releases, and social media posts.

Qualifications:

The Planning Manager performs professional formulation, coordination, and implementation of long range, current, and special planning activities; provides staff support to boards and commissions, City Council, other departments/divisions, and the general public; oversees the permit review process and implements quality controls for the Planning Division; and assists in the administrative duties for the Division.

Essential Duties & Responsibilities:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety
rules, and procedures. This position requires regular and consistent attendance to accomplish the
following essential functions:

Administrative:

  • Assist the Community Development Director in administrative duties for the Planning Division; may serve as Director in his/her absence.
  • Assist Director in providing and/or delegating staff support for the following City Commissions: Planning, Landmarks & Design, Affordable Housing, and Environmental
  • Work closely with other department managers and staff in adhering to planning and permitting code requirements and responding to customer inquiries and concerns.
  • Assist with the preparation of the budget for the Planning Division

Supervisory:

  • Directly supervises the Planners and the Planning Technician; additional supervisory responsibilities may be added.
  • Participate in the interview process; make hiring recommendations; onboard and train employees; plan, assign, and direct work; provide coaching and regular feedback, prepare/deliver performance evaluations; provide commendations and recommend/deliver discipline when necessary
  • Address complaints and resolve problems
  • Ensure cross-departmental cooperation for excellent internal and external customer service
  • Supervisory responsibilities are carried out in accordance with the organization’s policies, union contracts, and applicable laws

Current Planning:

  • Perform project management oversight for the review of major land use applications and development plans and ensure compliance with City codes and plans, and state and federal regulations; develop recommendations for development permit applications
  • Perform project management oversight of land use review and processing of various land development and zoning applications including, but not limited to: pre-applications, short plats, long plats, boundary line adjustments, site development permits, design review, conditional uses, variances, rezones, and master site plans, etc.
  • Perform project management oversight of State Environmental Policy Act (SEPA), critical areas, and floodplain review and processing.
  • Administer and interpret local ordinances and the City’s land use development codes
  • Make recommendations to Planning Commission, Affordable Housing, other commissions, and City Council regarding planning-related matters
  • Process annexation requests and related tasks
  • Respond to inquiries from applicants and members of the public on a variety of development related topics and projects.

Long Range Planning:

  • Perform lead role and/or project management for development of Comprehensive Plan amendments, including annual docket updates and periodic review, in accordance with the Growth Management Act (GMA)
  • Coordinate with Director and planning staff to ensure continuous monitoring of issues such as land use and development activity, vacant land and development capacity, and assessing the City’s progress in pursuing the goals of the Comprehensive Plan
  • Provide oversight in regular review of Land Development Code to ensure consistency with the Comprehensive Plan and other identified needs; perform lead role and/or project management for the preparation, review, and adoption of planning-related ordinances and amendments.
  • Assist in oversight of the City’s affordable housing program, including support of Affordable Housing Commission, and preparing research, analysis, documentation, and monitoring as necessary to support program implementation
  • Assist in development and implementation of growth management, land use, affordable housing, economic development, or other plans and codes to meet the City’s needs, including any inter-governmental agreements and requirements.
  • Attend public meetings; prepare and present staff analysis special studies and reports, and provide technical and professional advice to management staff, boards and commissions, and the City Council on planning policy and related issues.
  • Coordinate and build relationships with other City department staff and lead interdepartmental teams as necessary to achieve intended work program outcomes. Coordinate and build relationships with other agencies and the public.
  • Prepare and write grant applications relating to planning
  • Other duties may be assigned

Education & Experience:

  • Bachelor’s degree from four-year college or university in Planning, Geography, or a field related to the essential duties and responsibilities of this position.
  • Four (4) years of increasingly responsible professional planning experience

  • Knowledge of project management principles and methods; good working knowledge of legal requirements related to regional planning.
  • Experience with GIS software, drafting and designing; skill in the operation of the listed tools and equipment.
  • Ability to assume independent responsibility for the review and processing of major current and long-range planning projects; systematically gather, organize, and analyze data; review and process a variety of land development applications; write reports clearly and convey technical information to lay persons; to plan work, think conceptually, observe and evaluate trends, analyze data, and draw logical conclusions.
  • Ability to demonstrate well developed, clear, and concise communications (verbal and written), and interpersonal relation skills leading to collaborative and successful programs and policies. Must be able to establish and maintain courteous and cooperative working relationships.

Job Description:

Performs current and advance planning tasks as part of an interdisciplinary team.  Provides information to the public relating to state and federal laws and city ordinances, interpreting laws on a case-by-case basis, and preparing reports for policy and decision-making bodies. 

This is an entry level position in the planning series. The position may be assigned duties in the Planning Division or Permit Division.

  • Serve as the Region’s GMA, SMA, and related land use issues subject matter expert to provide technical assistance in regional land use forums to achieve WDFW conservation goals.
  • Develop a thorough understanding of local land use plans and actions and analyze their effects on regional fish, wildlife, and habitat priorities in order to be able to recommend practices that will avoid, minimize, or compensate for impacts to those priorities.
  • Stay abreast of any data regarding status and trends of local fish, wildlife, and habitats, including any available watershed health indicators.
