Job Description:

Keeping Washington Clean and Evergreen:

The Nuclear Waste Program (NWP) is looking to fill two Dangerous Waste Underground Storage Tank Regulatory Lead (Environmental Specialist 4) (In-Training) positions. The positions will be located in our Richland Field Office (RFO) in Richland, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will work with the U.S. Department of Energy (USDOE) and their contractors on two of the most challenging and rewarding units applying the WA State Dangerous Waste Permit regulations. There are collectively 177 underground tanks in the 200 Area of the Hanford Site which are either single shell tanks or double shell tanks that contain millions of gallons of waste. You will work with the USDOE in developing a series of requirements that will monitor the safe storage and closure of these tanks. The work is challenging but also rewarding to assist in the cleanup of the most polluted site in the United States.

Program Mission

The Nuclear Waste Program (NWP) mission is to lead the effective and efficient cleanup of the United States Department of Energy’s Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and to protect the state’s air, water, and land at and adjacent to the Hanford site.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. These positions are eligible to telework up to 90% of the time. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules.

Duties:

What Makes These Roles Unique? The Hanford Site has a long history of developing nuclear weapons, which resulted in millions of gallons of chemical and radioactive waste being stored in underground tanks. You will have the unique role in working with the U.S. Department of Energy (USDOE) in permitting the safe storage of waste in these underground tanks. You will also gain experience in developing the permits for these very complex units.

What You Will Do: 

  • Lead the Nuclear Waste Program team in performing the review of application material and meeting with USDOE to resolve issues.
  • Negotiate cleanup and permit conditions with USDOE and its contractors to develop final decision documents.
  • Represent the Nuclear Waste Program in explaining the scientific basis and technical approaches for permit conditions and policies to USDOE, its contractors, and external interest groups.
  • Provide management with recommendations regarding issues with the permitting of these units.

Qualifications:

Required:

This is an In-Training position. The goal class for this position is an Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for the ES4 or the ES3 levels. If the finalist meets the requirements at the ES3 level, then they will be hired as an ES3 and will be placed in a training program to become an ES4 within a specified period of time.

At the Environmental Specialist 3 (Salary Range 49:  $4,013-$5,268 Monthly)

  • Must be able to complete HAZWOPER training and Ecology field safety training within one year of employment. 
  • Must complete U.S. DOE Radiation Worker 1 work training prior to any field oversight or inspections of radiation controlled areas such as in the Double Shell tank farms.

What to Expect:

Among the varied range of responsibilities held within this role, the Senior Planner will:

  • Identify, coordinate, and conduct the appropriate analysis, technical research, community engagement, and related activities needed to support project pre-design.
  • Use geographic information systems (GIS) and other computer software to analyze and display geospatial information.
  • Oversee and review consultant work activities and deliverables for compliance with scope, schedule, and budget.

Qualifications:

To be considered for this opportunity, the following are required:

  • A Bachelor’s degree involving major study in transportation, urban, regional or land use planning, engineering or natural or physical sciences AND two (2) years professional experience involving analysis, evaluation, and documentation of transportation or environmental issues. NOTE: A Master’s degree in one of the above fields may substitute for one (1) year of the required experience.

In addition to the above, the following is also required:

Kitsap County Department of Community Development seeks a LONG-RANGE PLANNER to join our team of professionals.

Under the direction of the assigned supervisor the incumbent performs professional level planning functions to administer and coordinate complex work programs. The incumbent helps manage special projects, code development and review, and updates to the County’s Comprehensive Plan and development regulations. The selected candidate will coordinate across functional areas of the planning process and must be highly knowledgeable about principles, practices, and techniques of planning; related state and federal laws, growth management, ordinances, rules and regulations; implementation of zoning and other ordinances; application of land use, design standards, economic development, affordable housing, environmental review, and/or social concepts to the planning process. The incumbent performs research and analysis to support project development and implementation. 

Work is performed at a project lead level, with a high degree of independence. Work assignments are performed with general instruction and require considerable independence in the selection of courses of action and resolution of complex or unique problems within the framework of department policies and procedures. Performance is measured more by outcomes than by outputs or tasks. Activities may include projects with a high degree of sensitivity or controversy, interpretations of law, decision-making under ambiguous circumstances, and ongoing relationships with other local governments, tribes, and state or federal agencies.

Depending on experience and background, candidates will be brought on as a Junior Planner ($74,339.20 – $82,056.00) or a Senior Planner ($84,115.20 – $95,180.80).  A Junior Planner would meet the minimum qualifications with a demonstrated work history of moderately complex professional planning.  A Senior Planner would have more advanced professional planning experience of high complexity and variety, often as a lead or with greater independence and judgment.

Qualifications:

Required Education & Experience:

  • Bachelor’s Degree in planning or closely related field from a college or university accredited by an agency recognized by the US Department of Education AND four years of professional level planning related to community development, urban or regional planning is required

Preferred Education, Experience, or Qualifications:

In this role, you will have the opportunity to:

  • Identify and define the need for new, revised or updated legislation, ordinances, or regulations applicable to land development or demographic status and trends. 
  • Conduct technical research studies; prepare reports and project summaries. 
  • Draft and present proposed ordinances to supervisor and/or other hearing bodies.
  • Develop and/or revise comprehensive plans, subarea plans and special topic reports and action plans by compiling land use, land capacity, growth management, housing,
    environmental, and other planning related data from reports and field surveys, analyzing implication of background information, formulating goals, policies and alternative plan
    proposals. 
  • Meet statutory, legislative and other deadlines for updated plans, reports, interim and final products and ensure citizen participation aspects of planning processes and
    outcomes.
  • Negotiate and administer agreements and contracts with consultants, contracting agencies, and other organizations as necessary.  
  • Meet with technical advisory personnel to check results of study analysis and to verify applicability of data.
  • Act as a mediator and negotiator in the planning process to find equitable solutions consistent with policies, goals, and regulations of the program and of the County, balancing public and private rights and interests, sensitive to political considerations.
  • Work with the Prosecutor’s Office for legal review and action to resolve compliance or consistency issues.  
  • Prepare necessary documentation, present evidence, provide testimony, and recommend dispositions to hearing bodies as required.

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Remedial Action Grant Manager (Environmental Planner 3) (In-Training) position. This position is located in one of the following locations:

As a Remedial Action Grant (RAG) Manager, you will manage a suite of grants supporting local governments in critical cleanup projects and other recipients cleaning up sites for affordable housing. In this role, you will provide critical support for program development and updates to best practices as the grant programs continually evolve. You will gain valuable skills in grant management, negotiations, project management, publication development, and project evaluation.

Program Mission:  The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position has the opportunity to telework up to 90%. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. What Makes This Role Unique?

As Remedial Action Grant (RAG) Manager, you will work with diverse teams throughout the program and state to support cleanup projects through critical grant management. This includes grant and amendment writing, review and processing of payment requests, ensuring grant eligibility, verifying documentation, active outreach to delinquent grant recipients, and providing recipient training. Your agility and experience will be necessary to proactively adjust the grant programs within a constantly changing policy and reporting landscape.  

What You Will Do:

  • Write and manage multi-million dollar Remedial Action and Affordable Housing grants.
  • Review and process project invoices.
  • Support the development and growth of both grant programs.
  • Provide critical technical support and training to both recipients and other Ecology Staff.
  • Develop and manage program training materials.
  • Support Agency-wide grant improvements.

Qualifications:

This is an In-Training position. The goal class for this position is Environmental Planner 3 (EP3). We will consider applicants who meet the requirements for the Environmental Planner 1, 2, or 3 levels. If the finalist meets the requirements at the EP1 or EP2 level, then they will be hired as an EP1 or EP2 and will be placed in a training program to become an EP3 within a specified period of time.
 
Required Qualifications:

At the Environmental Planner 1 Level: Pay Range 43 ($3,480 – $4,541 Monthly) (In-Training):

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.

At the Environmental Planner 2 Level: Pay Range 52 ($4,324 – $5,673 Monthly) (In-Training):

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, budget or finance, public administration with an environmental emphasis, or closely related field.
