Job Summary:

Manages, and coordinates the processing and review of a wide variety of challenging legislative and/or development projects.  Provides project management responsibilities over a diverse group of professionals and technical multi-disciplinary team members, including consultants, for comprehensive and community planning, development and implementation of land use regulations, growth management, transportation planning, capital improvements/facilities programming, environmental review, and code administration. Administers the preparation of planning work program components, plans, studies, and reports.

  • Salary upon hire is $34.33 to $36.78 per hour (step 1 through 3) depending upon qualifications.
  • Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $43.68/hr.). The Senior Planning is Range 16 of the PROTEC17 Union salary schedule.

Essential Functions:

  • Coordinates the processing of a wide variety of challenging projects that require multi-disciplinary team review; functions as the primary point of contact on assigned development projects for the applicant, public, staff and/or decision makers; requests the assignment of appropriate multidisciplinary team members for assigned projects from department managers and ensures that appropriate levels and functions of staff are present at project meetings to make decisions; monitors project review timelines, seeks expertise outside the team as necessary, communicates when needed with project proponents/opponents, and serves to resolve procedural issues.
  • Reviews and approves the technical work of consultants, contracting agencies, and other organizations as appropriate.
  • Communicates and interacts with elected officials and administrators of public agencies/departments and executives of private organizations, at the request and on behalf of the Current Planning Manager, Director, or Assistant Director, to analyze, evaluate, resolve, and educate others on public policy issues and land use regulations.
  • Responds to public inquiries with information on public policy, comprehensive planning, development codes, and land use regulations.
  • Advises, prepares, and presents reports and recommendations to the County Commissioners, Planning Commission, Hearing Examiner, committees, community groups, and private organizations regarding comprehensive planning, regulatory ordinances, and development proposals/projects.
  • May establish and prepare methodologies for data collection, analysis, and studies related to land use, transportation, growth management, community development, environmental impacts, and land use proposals/projects.
  • May conduct data collection and processing to facilitate a consistent and comprehensive information system.
  • Conducts investigation, analysis, and preparation of documents for public policy issues, community planning and development.
  • Subject to quality control review of the Current Planning Manager, Director, and Assistant Director
  • Has authority to approve/deny current planning projects that have/have not been determined to meet the requirements of the Code.

Supervisory: None.

Other Job Functions:

Attends conferences, seminars and other meetings as directed.  Provides quality customer service as the visible presence of Skagit County in the eyes of permit applicants supporting the projects, assisting applicants in understanding their legal options as determined by local and state law and codes and expediting project reviews for prompt processing and approval or denial as necessary.

May be tasked with performing related duties. Related duties are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

Minimum Qualifications:

  • Bachelor’s degree and 10 years of professional planning experience
  • Master’s degree and 8 years professional planning experience

  • Broad basis in public policy formation and analysis, governmental processes, and public and private sector economics is essential.
  • Knowledge of planning purpose and functions involved with growth management, development codes, land use, transportation, shoreline and coastal management programs, capital facilities, environmental and community development.

Job Description:

Under general supervision, plays a significant role towards the successful implementation of the Spokane River Hydroelectric Project License.

Applies technical expertise to promote a healthy environment in the Spokane River watershed by implementing water quality and sediment management plans, leads and conducts monitoring efforts, synthesizes information and writes reports. Adept at managing the work of contractors and coordinating efforts with agency partners. Interacts with and promotes strong relationships with a wide range of stakeholders, including agencies, Tribes, interest groups and citizen stakeholders, as well as Avista employees. The position will manage issues related to water quality and terrestrial resources.

Typical duties include developing and implementing water quality, erosion and sediment management plans and policies relevant to Idaho, Washington, and Tribal water quality standards and guidelines, as they relate to the Spokane River Project. Associated responsibilities include budgeting, equipment management, data collection analysis, interpretation, database management, and report writing. This generally includes collecting, evaluating, synthesizing and analyzing data, and recommending and/or implementing plans and processes related to Avista’s water quality, sediment and erosion control programs.

Applies experience, knowledge, and training to permitting, project management, risk assessment, hydro license compliance, natural resource negotiations, environmental risk assessment, environmental auditing, environmental education, fisheries management and other areas of resource management and compliance.  Provides specific technical expertise in one or more disciplines, including biology, hydrology, chemistry, natural resource management, environmental engineering, geology, cultural resource management, recreation management, environmental sciences/studies or related fields.

Requirements:

  • Bachelor’s Degree from four-year college or university in an applicable physical science field, such as biology, geology, chemistry, fisheries, wildlife, recreation, environmental science, or related field, with zero to three years of professional experience related to water quality, sediment and erosion control planning, management, monitoring, and regulatory compliance.
  • Master’s degree preferred and may be required for specific positions.
  • Strong preference for demonstrable experience related to water quality, sediment and erosion control principles and regulations, preferable within the States of Washington and Idaho. This may include 401 water quality certifications, erosion control, and sediment management in a river and reservoir system. Additional knowledge and experience related to FERC regulations and hydroelectric operations preferred.
  • Comfortable in office and field situations representing the company and interacting with a wide variety of utility staff, agency regulators, tribes, and other stakeholders.  
  • Self-motivated, flexible, and capable of working independently in the field, as well as part of a team.
  • Must have valid driver’s license and the ability to operate a boat is preferred.
  • Requires exceptional organizational and communication skills, with proficiency in writing/grammar along with Word, Excel and PowerPoint programs.
  • Demonstrated ability to develop and maintain collaborative relationships with internal and external stakeholders and to communicate clearly, both verbally and in writing, is essential.
  • Computer skills proficiency required including standard office software and other more specialized applications as applicable.

Job Description:

The Kittitas County Community Development Services is currently seeking qualified candidates for the position of Planner I/Long Range Planner. This is a full-time, non-exempt, benefits-eligible, non-union position. The Planner I/Long Range Planner primarily conducts research, develops reports, and leads updates and amendments to the County’s Comprehensive Plan and implementing regulations.   • Assist the public with land use petitions or applications and review them for completeness.

Job Description:

The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Regional Shoreline Compliance/Enforcement Specialist (Environmental Specialist 4) position. This position will be located in our Central Region Office (CRO) in Union Gap, WA.

What Makes This Role Unique?  You will be joining a team of passionate public servants who work with a broad network of local shoreline administrators to implement a new Shoreline Management Act (SMA) monitoring and adaptive management program. You will get to work and build relationships with various partners, including local governments, tribes, non-profits, and state and federal agencies. This is a great opportunity to use creative and solution-oriented problem-solving skills to protect Washington’s shorelines. You will serve as a regional specialist helping implement a new statewide SMA Compliance and Enforcement Program. For the purpose of these positions, compliance means effective implementation of Shoreline Master Programs (SMPs) through use of appropriate permit review processes, successful ecological mitigation, and consistency with SMP policies and regulations; and enforcement means addressing violations of permits and responding to unpermitted actions.

What You Will Do:

  • Support development and implementation of the proactive SMP compliance assistance program; helping local governments build systems for monitoring and adaptive management of their SMPs to ensure effectiveness and improve efficient administration. 
  • Review and analyze shoreline authorizations and share information and work with local partners to improve compliance with their SMP, including riparian area protections, mitigation obligations and other permit conditions, and to ensure no net loss of ecological functions.
  • Assist local governments in developing systematic approaches to monitor the success of permit systems, including the effectiveness of mitigation and other permit conditions. 
  • Participate in technical assistance training programs for agency staff and local agencies to enhance efficiency and effectiveness of SMP implementation. 
  • Serve as project officer for local grants aimed at improving compliance with SMPs. 
  • Implement ongoing programs to monitor shorelines to identify and correct unauthorized activities on priority shorelines.
  • Ensure an effective response to SMA violations through informal, voluntary, and formal enforcement actions such as notices of violations, administrative orders, or settlement agreements.

Duties:

What Makes This Position Unique? As the Contract Process Improvement and Training Planner, you will have the opportunity to work closely with individuals within and outside of the Department of Ecology, from contractors and grant recipients to other agencies and program staff. Over the three areas of focus, you will help identify and execute process improvements for the Toxic Cleanup Program’s (TCP) contracting process, procure and manage a diverse suite of agreements, and design, provide and track training to support the effective implementation of Financial Service Unit (FSU) functions.

Job Description:

This is a working manager position that is responsible for the daily operation and supervision of the Planning Division. The Planning Manager performs professional formulation, coordination, and
implementation of long range, current, and special planning activities; provides staff support to boards
and commissions, City Council, other departments/divisions, and the general public; oversees the permit
review process and implements quality controls for the Planning Division; and assists in the
administrative duties for the Division.

Essential Duties & Responsibilities:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety
rules, and procedures. This position requires regular and consistent attendance to accomplish the
following essential functions:

Administrative:

  • Assist the Community Development Director in administrative duties for the Planning Division; may serve as Director in his/her absence
  • Assist Director in providing and/or delegating staff support for the following City Commissions: Planning, Landmarks & Design, Affordable Housing, and Environmental
  • Work closely with other department managers and staff in adhering to planning and permitting code requirements and responding to customer inquiries and concerns
  • Assist with the preparation of the budget for the Planning Division

Supervisory:

  • Directly supervises the Planners and the Planning Technician; additional supervisory responsibilities may be added
  • Participate in the interview process; make hiring recommendations; onboard and train employees; plan, assign, and direct work; provide coaching and regular feedback, prepare/deliver performance evaluations; provide commendations and recommend/deliver discipline when necessary
  • Address complaints and resolve problems
  • Ensure cross-departmental cooperation for excellent internal and external customer service
  • Supervisory responsibilities are carried out in accordance with the organization’s policies, union contracts, and applicable laws

Current Planning:

  • Perform project management oversight for the review of major land use applications and development plans and ensure compliance with City codes and plans, and state and federal regulations; develop recommendations for development permit applications
  • Perform project management oversight of land use review and processing of various land development and zoning applications including, but not limited to pre-applications, short plats, long plats, boundary line adjustments, site development permits, design review, conditional uses, variances, rezones, and master site plans, etc.
  • Perform project management oversight of State Environmental Policy Act (SEPA), critical areas, and floodplain review and processing
  • Administer and interpret local ordinances and the City’s land use development codes
  • Make recommendations to Planning Commission, Affordable Housing, other commissions, and City Council regarding planning-related matters
  • Process annexation requests and related tasks
  • Respond to inquiries from applicants and members of the public on a variety of development related topics and projects

Long-Range Planning:

  • Perform lead role and/or project management for development of Comprehensive Plan amendments, including annual docket updates and periodic review, in accordance with the Growth Management Act (GMA)
  • Coordinate with Director and planning staff to ensure continuous monitoring of issues such as land use and development activity, vacant land and development capacity, and assessing the City’s progress in pursuing the goals of the Comprehensive Plan
  • Provide oversight in regular review of Land Development Code to ensure consistency with the Comprehensive Plan and other identified needs; perform lead role and/or project management for the preparation, review, and adoption of planning-related ordinances and amendments
  • Assist in oversight of the City’s affordable housing program, including support of Affordable Housing Commission, and preparing research, analysis, documentation, and monitoring as necessary to support program implementation
  • Assist in development and implementation of growth management, land use, affordable housing, economic development, or other plans and codes to meet the City’s needs, including any inter-governmental agreements and requirements
  • Attend public meetings; prepare and present staff analysis special studies and reports, and provide technical and professional advice to management staff, boards and commissions, and the City Council on planning policy and related issues
  • Coordinate and build relationships with other City department staff; and lead interdepartmental teams as necessary to achieve intended work program outcomes. Coordinate and build relationships with other agencies and the public
  • Prepare and write grant applications relating to planning

  • Thorough knowledge of Washington State land use and zoning laws, including GMA, SEPA, critical area, and comprehensive plans, including formation, process of adoption, interpretation, processing, and enforcement; extensive knowledge of modern urban planning principles and practices; understanding of land use concepts and impact of sociological, demographic, economic, environmental, and other factors influencing land use and development.
  • Knowledge of project management principles and methods; good working knowledge of legal requirements related to regional planning.
  • Experience with GIS software, drafting and designing; skill in the operation of the listed tools and equipment.
  • Ability to assume independent responsibility for the review and processing of major current and long-range planning projects; systematically gather, organize, and analyze data; review and process a variety of land development applications; write reports clearly and convey technical information to lay persons; to plan work, think conceptually, observe and evaluate trends, analyze data, and draw logical conclusions.
  • Ability to demonstrate well developed, clear, and concise communications (verbal and written), and interpersonal relation skills leading to collaborative and successful programs and policies. Must be able to establish and maintain courteous and cooperative working relationships.

What to Expect:

Among the varied range of responsibilities held within this role, the Senior Multimodal Planner will:

  • Serve as a lead on significant components of larger projects, such as the Highway System Plan, the statewide multimodal transportation plan, and special projects for the legislature and agency executives.
  • Serve as a specialist on multidisciplinary teams to develop statewide transportation policy to implement statewide plans and agency strategic plans.
  • Summarize complex geospatial and planning information for visual presentations to a variety of technical and non-technical audiences.
  • Collaborate with WSDOT divisions and regions to integrate new policies into their business processes.
  • Apply WSDOT practices and principles to planning and conduct advanced multimodal analyses such as scenario analysis, market analysis, risk assessments, and feasibility studies.
  • Employ WSDOT’s project management process to develop scopes of work, cost estimates, and schedules for planning projects.
  • Lead the development of community engagement approaches and methodologies.
  • Develop and deliver statewide public outreach activities including seeking stakeholder and public input on statewide plans and policies and sharing new policies with WSDOT staff and external stakeholders.

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s degree in transportation, urban, regional, or land use planning, public policy, public or business administration, or other relevant field of study.

OR

  • Five (5) years of transportation planning experience that includes conducting planning studies.

AND

  • Four (4) years of professional experience involving policy development or planning, including conducting planning studies that involve researching, analyzing multiple transportation modes or interdisciplinary issues, and drafting reports (A graduate degree may substitute for one year of the required experience).

The Opportunity:

WSDOT is currently seeking a Planning Manager to serve as the lead for the WSF’s service and long-range planning through a practical solutions approach to maintaining equitable, safe, and reliable travel options.

As the Planning Manager, you will directly manage two staff positions and be responsible for managing more on a project basis. This will also include leveraging technical planning and engineering staff from other departments in a matrix-management reporting structure. This position works with key stakeholders, to strategically collaborate on identifying innovative technologies, practices, and protocols to achieve safe, equitable, and sustainable transportation systems.

In this position, you will be responsible for the coordination and planning of integrated long-range multimodal, equitable transportation programs and projects through WSF-served communities. Additionally, the planning manager is responsible for ensuring state and local transportation networks are coordinated with WSF’s service. The Planning Manager coordinates closely with the Federal Highway Administration, Federal Transit Administration, PSRC, RTPO’s cities, counties, regional transit partners, the Office of Urban Mobility & Access/Mega Programs, Northwest and Olympic Region, and other WSDOT offices that support the development and delivery of integrated transportation programs and projects.

Internally, this position will serve as a clearinghouse for WSDOT communications on sensitive policy issues around planning to deliver a consistent message to external partners.

What to Expect?

Among the varied range of responsibilities held within this role, you/the Planning Manager will:

  • Leads service planning, both short and long-term, including updating route schedules.
  • Monitors route scheduling and its effect/impact on operations, vessel availability, and unique terminal needs.
  • Develops and leads the division’s efforts on long-range transportation planning. 
  • Coordinates planning activities internally with headquarters and regional offices, and externally with local and regional partners.
  • Develops and manages corridor planning and targeted studies in close coordination with headquarters, PSRC and RTPO’s, cities, counties, and transit operators.
  • Ensures that transportation system management and operations are considered in close coordination with partner agencies.
  • Leads partnerships both internal and external to the agency, focused on developing new multimodal strategies and applications to improve equity, mobility, and safety on WSF routes. 

Qualifications:

To be considered for this opportunity, the following are required:

  • Five (5) years of progressive experience successfully managing transportation planning and public policy-focused teams and programs, with an understanding of local, regional, state, and federal transportation planning processes and demonstrated accountability for supervision, management, and tactical decision-making as well as success in developing strategies for the successful completion of studies. 
  • Knowledge of urban planning and public policy, as well as a strong understanding of planning principles, and associated State and Federal laws, policies, procedures, and practices related to transportation system planning.
  • A comprehensive understanding of transportation planning methods and policy, and/or experience and demonstrated competency in current or long-range planning under the Growth Management Act, ideally at the local or regional level as well as the state.
  • Working knowledge of the communication protocols and practices, innovative operations technologies, and methodologies used by multiple disciplines lead by and reporting to this position, including various demand management as well as an understanding of multimodal and land use planning.
  • Exceptional interpersonal communication skills. Customers: Executives and staff throughout WSDOT, incident response teams, the public, transit agencies, local jurisdictions, MPO/RTPOs, freight community, multimodal groups, federal agencies, and transportation-related non-profit and for-profit organizations. Project teams: support is via email, phone, online, and in-person discussion. 

It is preferred that qualified candidates also have:

  • A bachelor’s/Master’s Degree in planning, engineering, public policy, or a related field.
  • Experience in managing transportation multi-modal planning teams at a local, regional, or state level may substitute for the required education.
