Job Summary:

The Spill Prevention, Preparedness & Response (SPPR) program within the Department of Ecology is looking to fill a Project Specialist (Environmental Planner 3) position. This position can be located in any of the following offices: Our Headquarters Office in Lacey, WA or our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance, the salary range will be $5,608 – $7,543 per month. 

In this position, you will coordinate and develop the program’s review of the State Environmental Policy Act (SEPA) and transboundary oil handling-related projects. Through this work, you will assist the unit in identifying emerging transboundary issues and trends for future research projects. This is a unique position in the Spills Program, as the nature of the work changes as projects conclude and new projects emerge. You will gain a well-rounded understanding of the program’s policies, regulations, and priorities and will serve as a project manager for program-wide projects, provide a rulemaking process or lead support, and participate on an Incident Management Team, further developing your skills in the Incident Command System.

Duties:

What Makes This Role Unique?

This role provides the opportunity to gain experience with the State Environmental Policy Act (SEPA) process and to track emerging transboundary issues related to oil-handling projects in the Salish Sea. This position will work on a multitude of projects ranging from rulemaking, special projects, legislative reports, and policy support. This role provides the unique opportunity to work on different projects and teams as program priorities shift and new projects emerge.

What You Will Do:

  • Coordinate cross-program and cross-region reviews of State Environmental Policy Act (SEPA) and transboundary oil handling related projects, synthesize information, and develop concise recommendations for program management.
  • Work independently and proactively to identify program gaps and needs, organize and lead new workgroups, and provide project management support.
  • Lead and facilitate special projects or legislative reports. Develop, write, and refine draft work products, incorporating internal and external feedback.
  • Provide rulemaking lead or process support through rule language development, responsiveness summaries, and comprehensive communication strategies. 
  • Coordinate with staff, Tribes, and other stakeholders through workgroups, public hearings, and workshops. Communicate with and develop professional relationships internally and externally.
  • Provide legislative support through bill analyses and fiscal notes during the Legislative Session. 

Qualifications:

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, dividing this by 40, and then multiplying by the total number of months worked.

Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option 1: A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or a closely related field AND Four years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: A Master’s degree or above in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or a closely related field AND Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3: One year of experience as an Environmental Planner 2, at Ecology.

Special Requirements/Conditions of Employment:

  • The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time. However, the position also may require spill response in fieldwork which could involve several hours of standing, walking, or squatting each day. 
  • This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 200, 300,700, and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications. 
  • Be able to obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.
  • Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
  • Hold and maintain a valid driver’s license.

Job Description:

Under the direction of the Public Works Director the Assistant Planning Director serves as the department head for planning. This position is responsible for administering and performing land-use planning activities as defined in RCW Chapter 36.70 and 36.70A; to include community development projects and activities. Assists and serves as a resource to the Planning Commission, and performs substantial liaison and policy work with state and federal agencies, county officials, and the general public.

Essential Functions:

  • Provides planning and initiating strategies for the Planning Division’s performance. In the absence of the Director, authorizes vacation, sick leave, and overtime, signing and approving time sheets, staff training, and resolving complaints.
  • Directs, coordinates, and participates in the work of a land-use planner responsible for administering county ordinances dealing with subdivisions, short plats, mobile home parks, shoreline substantial developments, and other county development ordinances. Administers the Columbia River Gorge National Scenic Area ordinance.
  • Administers the County State Environmental Policy Act; reviews projects to determine if an environmental impact statement is required; coordinates with consultants responsible for preparing impact statements.
  • Attends Planning Commission and Board of Adjustment meetings; prepares meeting agendas; prepares and presents written and oral reports relating to development permits and land use planning; serves as official secretary to the commission.
  • Develops, coordinates, and updates the overall County land use and development guidelines/regulations.
  • Develops policy or changes to the comprehensive land use plan, county implementation of the Columbia River Gorge Management Plan, Shorelines Master Plan, and other development policies.
  • Coordinates activities of the Skamania Regional Planning Council on intergovernmental body and provides population statistics and census information for the County.
  • Works cooperatively with Planners to develop policies to implement adopted land use ordinances.
  • Handles a broad base of land use and other statewide issues that affect community development and land use policy.
  • Serves as a liaison for the County with local, state, and federal agencies, and the general public, in the development of land use policy and ordinances. Ensures that agencies land use and development policies affecting Skamania County understand and consider County needs.
  • Responds to or oversees the resolution of the most sensitive or complex inquiries, complaints, emergencies or requests for information from the public in a courteous manner. Emphasizes public accountability and a positive public service approach with staff. Identifies and addresses customer needs. Represents the County as spokesperson at public meetings.
  • Prepares and presents written and oral reports. Prepares news releases.
  • Responds to questions from the public regarding the comprehensive plan, State Environmental Policy Act, platting, zoning, mobile home parks, shoreline permits, and the Columbia River Gorge National Scenic Area regulations.

Working Conditions:

  • Work is performed approximately 80% in an office environment and approximately 20% performing site visits and/or attending meetings.
  • Attendance at evening meetings is required.

Physical Requirements:

  • The duties of the above position require sitting, walking, stooping, crawling, bending, reaching, pulling, twisting, and the ability to lift up to 25 pounds.
  • Must be able to traverse all types of terrain when performing site visits/inspections.

Job Description:

Under the direction of the Deputy Director of Community Services, the Housing Administrator will primarily manage the City’s affordable housing programs and projects. The incumbent is accountable and responsible for delivering effective and efficient services to the public. This position serves as the City liaison to other departments and community agencies on housing issues related to housing policy, implementation of City housing goals, and reviewing and analyzing all housing-related development applications. It provides City-wide leadership and coordination on housing policy issues. The position oversees and coordinates the utilization of the City’s Housing Rehabilitation Fund, including Affordable Housing Tax revenue and the Community Development Block Grant (CDBG) income (specific to housing), including identifying, managing, and administrating grants awarded to the City for housing benefits and purposes. Additionally, this position will:

  • Develop, implement, and administer the City’s Housing Action Plan to achieve community housing goals.
  • Build relationships with non-profit, public, and private community partners.
  • Plan, organize, coordinate, and implement the work plan and policies related to the City’s housing policies, projects, and programs. Evaluate and recommend housing policies and procedures.
  • Review, approve and assist with permitting affordable housing projects, workforce housing projects, single-family residences, all duplexes, multi-family units, and additional dwelling units (ADUs).
  • Review, analyze, and approve all subdivisions creating affordable housing solutions or increasing the number of housing units in the City including, but not limited to, Boundary Line Adjustments, Short Subdivisions, Long Subdivisions, Planned Residential Developments, and other related divisions of land.
  • Review, analyze, and advise City leaders on Short Term Rentals (STR) and the implications on housing availability. Assist with creating regulations for STR proposals. Help develop code compliance procedures to ensure that STR owners follow the rules.
  • Help regulate STR applications, funds, and inventory.
  • Identify and execute studies needed to enable the City to make informed decisions about the affordable housing program and implement and administrate changes.
  • Manage databases, including data entry, evaluation, and reporting of all federal housing community development contracts and active STRs.
  • Analyze, plan, and facilitate permit and development review processing activities related to housing projects.
  • Develop recommendations and prepare reports regarding complex housing issues related to zoning, urban design, population trends, transportation, climate change, community needs, environmental issues, and other local regulations or policies.
  • Analyze proposed code changes, code updates, Comprehensive Plan amendments for the Shoreline Master Program, Zoning Code, Subdivision Ordinance, Critical Area Codes, processing and procedural codes, and any other required or optional code changes and the impact they may have on housing development to ensure that proposed modifications align with the City’s goal to increase housing units for the citizens.
  • Prepare reports, meeting agendas, packets, minutes, and presentations to work closely with the Planning Commission, City Councilmembers, and critical community groups for all proposed changes that could affect housing and any other housing-related concerns or actions.
  • Analyze, plan, and coordinate long-range planning activities related to housing projects.
  • Work closely with other departments to develop joint procedures and solve administrative problems.
  • Coordinate planning, housing, and other Community and Economic Development activities with other City Departments, surrounding local jurisdictions, state and federal agencies, and the general public to align the Olympic Peninsula goals to work together on community-wide planning and housing projects.
  • Monitor contracts with other governmental agencies and community-based organizations as they relate to the City’s housing programs; formulate improvements and implement changes within the program; consult with the Department Head and other management staff on work programs, schedules, policies, and housing program development; represent the program at meetings.
  • Administer consultant contracts related to housing needs, including preparing Request for Proposal and Scope of Work documents, participating in consultant selection, and overseeing contract compliance and payments.
  • Research grant funding opportunities, assist with grant writing proposals to improve the City’s affordable housing resources, and implement grants as assigned.
  • Prepare program proposals, web content, analyses, publications, visual aids, displays, newsletters, and activity progress reports.
  • Prepare and review reports and correspondence to the public.
  • Perform complex and challenging special assignments and projects.
  • Incumbents may need to attend meetings outside of regular business hours.
  • Perform any other duties as assigned.
  • Assist with urban renewal projects related to community housing to support the creation of additional affordable housing units.
  • Track and map all affordable housing units and projects in the City and the region.
  • Develop compliance procedures for local housing projects/funds.
  • Communicate with the public using websites, social media, printed materials, and other outreach tools.
  • Provide information, data, and technical assistance to supervisors and staff, businesses, and the community.
  • Develop and implement strategic housing resource plans, including the Annual Action Plan, Comprehensive Housing Plan, and HUD Consolidated Plan.
  • Serve as City Staff liaison for advisory boards as assigned.
  • Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems, and provide suggestions for new or improved ways of addressing such issues.
  • Attend meetings, conferences, workshops, and training sessions, and reviews publications and audiovisual materials to remain current on the principles, practices, and new developments in assigned work areas.
  • Respond to citizens’ questions and comments in a courteous and timely manner.
  • Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; and
  • Perform other duties consistent with the role and function of this classification.

What Makes This Role Unique?

Adjudications are large-scale lawsuits with thousands of water users. We are preparing for the first new general stream adjudications in the state in over forty years. Our success requires creative thinking, perseverance, and attention to detail. In this role, you will engage with external parties like counties and courts to meet adjudication timelines and goals, develop outreach and engagement efforts, and coordinate with agencywide Ecology staff about adjudication goals and messaging.

What You Will Do:

  • Develop and implement an engagement plan to involve stakeholders in adjudication, including live and online events, presentations and outreach.
  • Work with Adjudication Section team to track deadlines, timelines, and project goals.
  • Coordinate with the communications team on outreach materials such as visual media, video, blog, and web resources.
  • Coordinate with the customer service team to respond to questions from the public.
  • Engage with judiciary and local government staff through regular remote meetings and emails, to coordinate adjudication readiness.

Qualifications:

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

Job Description:

The city is currently engaged in many exciting projects, including the 2024 comprehensive plan periodic update.  Fife is at the precipice of transportation projects affecting not only the city, but the region and state.  We will become an even more important gateway to the Port of Tacoma as SR 167 breaks ground, bringing more efficient and timely access to the port and the world.  We are looking forward to Sound Transit’s light rail station in the city and the impact not only on transportation, but to economic development with a new light rail station and the design and implementation of a city center around transit.  The new director will be instrumental in establishing a vision for economic development coupled with balancing rapid commercial growth and our residential communities.

Our ideal candidate has the experience to position the department well into the future with skills in long-range planning, land use, building code compliance, customer service and economic development.  This candidate should be a proactive leader – one who anticipates issues, mentors and supervises staff.  Our next community development director should possess the proven ability to move projects and initiatives forward and integrate the planning, building and code compliance operations with economic development and other city departments.  The ideal candidate will successfully guide the city through growth and change encouraging diversity of thought and valuing the opinions of others.  The director must be able to provide and recommend to the city manager and council comprehensive land-use goals and assist in developing strategies for dealing with planning and economic development issues.

  • Maintain, public records in accordance with the requirements of the WA Public Records Act and WA State Archives retention guidelines.

  • Develop, implement and control approved departmental long – and-short -range goals and objectives.  
  • Confer with City Manager and City Council on administrative matters, legislation and policies, making recommendations for action.

The Water Quality program within the Department of Ecology is looking to fill a Large-scale Project TMDL Lead (Environmental Specialist 5) position.

Ecology’s Water Quality Program is looking to fill the project manager lead position that will work on clean-up plans for two of our State’s iconic watersheds: the Puget Sound Nutrient Reduction Project and the Columbia and Snake Rivers Temperature Total Maximum Daily Load (TMDL) Implementation Plan. These projects need a creative leader that can find solutions to water quality challenges, connect with local communities and communicate the complex relationship between water quality and land use.  In addition, the Project Manager lead will be assisting other arms of the Water Quality Program (NPDES permit staff and Hydropower 401 certification staff to have the facilities they regulate meet the pollution reductions needed to achieve water quality standards. This will involve working with our modeling and permitting staff to come up with allocations that work.

The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Duties:

What Makes This Role Unique? 

In this position you will lead the development of two large technically and politically complex water clean-up plans.

Our research and data have shown that humans are responsible for dissolved oxygen conditions in Puget Sound that are harmful to aquatic life. Problems will only get worse as our area’s population increases. The Puget Sound Nutrient Reduction Project will use the latest science to find the right combination of solutions for reducing human sources of nutrients to the Sound. Implementation of this plan will improve water quality and support a health marine ecosystem that can withstand the stress of a warming climate and increasing population growth. As our lead for developing the plan this position will need to coordinate with a diverse group of subject matter experts (permit writers, scientific professionals, modelers, nonpoint practitioners) to identify solutions, communicate complex science to an arrange of stakeholders and navigate a politically charged project.

Water temperatures in the Columbia and Lower Snake Rivers are well above levels protective of salmon. Because the Columbia and Snake Rivers cross multiple state boundaries and span almost 900 miles, the federal Environmental Protection Agency (EPA) completed a TMDL in 2020. It is Ecology’s responsibility to draft and execute an implementation plan for the TMDL in coordination with Oregon. The plan will detail our strategy for how we will reduce temperature pollution to the Columbia and Snake Rivers, including working with dam operators and our Water Quality 401 certification staff, working with permit staff for point sources, and prioritizing nonpoint pollution clean-up efforts. The lead for this plan will use strong project management skills to move a highly technical implementation plan through from start to finish, build strong working relationships with EPA, dam operators, and other project partners, and synthesize technical information to draft innovative solutions for reducing temperature in our state’s largest rivers.

This position is an excellent opportunity to craft real-world solutions to water quality problems in our State’s most iconic waterbodies. You will work with a collaborative group of water quality professionals and scientists that work together in a team atmosphere.

What You Will Do:

  • Draft the Puget Sound Nutrient Reduction Plan, and the Columbia and Snake River TMDL implementation plan.
  • Build relationships and engage with federal and state agencies, city and county government, Public Utility districts, Federal dam operators, Tribes, conservation districts, environmental groups, POTWs, and other local stakeholders during plan development. Coordinates with Ecology modelers on Salish Sea modeling to support the Puget Sound Nutrient Reduction Project. 
  • Coordinate with federal and state staff for the Columbia and Snake River dams to determine how hydropower facilities can meet their load allocations.
  • Organize community outreach activities, in coordination with our communication team, to support development and implementation of the Puget Sound Nutrient Reduction project and the Columbia and Snake Rivers Temperature TMDL Implementation Plan.
  • Provide internal technical support to regional staff working on other TMDLs, nonpoint projects, grants and 401 certifications in the Columbia and Snake River watershed. 
  • Regularly update and inform Ecology Leadership on the successful progress on these highly visible projects.

Essential Duties:

Development Project Review (under the general supervision of a Section Manager):

Job Description:

The City of Edmonds is seeking a dynamic and forward-thinking planner to work on a variety of complex long-range and current planning projects, including helping manage the city’s 2024 Comprehensive Plan Periodic Update, “Everyone’s Edmonds”. As part of a team of eight planners that works closely with several other city departments, the candidate will have the opportunity to work on topics such as comprehensive and subarea planning, middle housing, accessory dwelling units, design review, transportation management, and climate change adaptation. The city is looking for candidates with excellent project management skills as well as experience engaging with a diverse set of community partners and stakeholders.

The Development Services Department is responsible for land use and building permit review and approvals; long-range city and regional planning; building inspection;  coordination of development review processes, design standards, and enforcement of the community development code. The City of Edmonds is a beautiful community on the Puget Sound waterfront with a population of 42,980 and is the gateway to the Olympic peninsula via the state ferry system. Edmonds provides a full range of services, including contracted fire services, police services a municipal court, a community pool, a regional performing arts facility, public works and utilities, and a regional wastewater treatment facility, along with community events and services through our Parks, Recreation, and Cultural Services Department. Essential Job Functions:

  • Serves as senior or lead Planner in performing the more complex planning responsibilities and tasks for the City and provides work direction and leads Planners and support staff on assigned projects. 
  • Serves as staff liaison to boards and commissions such as the Planning Board, Architectural Design Board, and/or Hearing Examiner. 
  • Prepares associated detailed reports, and public notices, verifies zoning code compliance, and conducts various planning reviews as assigned.   
  • Coordinates code requirements with other divisions and departments, provide staff support at public hearings, make public presentations, conducts site inspections, and performs other related duties. 
  • Provides information to the public regarding general and complex land and construction issues, coordinates GIS/mapping activities, prepares and updates maps, graphics, and public information materials, and develops and maintains GIS mapping and database records. 
  • Provides technical assistance in the processing of planning permits for current applications and in the development of short and long-range plans for the City of Edmonds. 
  • Evaluates and analyze plans to estimate projected population and employment growth. 
  • Coordinates code requirements with other divisions and departments and public notices, prepares for and conducts presentations regarding project proposals and code amendments, and conducts site inspections for compliance. 
  • Prepares and maintains a variety of records and reviews related to assigned activities.
  • Reviews and makes recommendations to City codes or policy changes as appropriate and based on experience with daily operations and planning.
  • Interprets, and communicates. exchanges information, and coordinates activities with governmental agencies and other cities regarding projects affecting the City and surrounding area and to resolve issues or concerns. 
  • Supervises, coaches, trains and motivates staff as assigned and coordinates and/or provides staff training as assigned.

Minimum Qualifications:

Education and Experience:

Bachelor’s Degree in Urban, Regional, or Municipal Planning, Geography, or related field and five years of experience performing planning duties including leading projects and staff, policy and code review, analysis, and evaluation, and preparation of detailed reports and presentations that include two years of staff supervisory responsibility; preferably in a municipal planning environment; OR an equivalent combination of education, training, and experience.

Required Licenses or Certifications:

  • A valid Driver’s License at the time of hire and a driving record that is acceptable to the City’s insurance requirements. Out-of-state candidates must obtain their WA State Driver’s License within 30 days after moving to WA https://www.dol.wa.gov/driverslicense/moving.html
