Senior Planner (City of Yakima)

Job Summary

This position performs with considerable independence under limited direction and requires frequent contact with the City Council, boards and commissions, other City departments and divisions, and the general public.  This position performs professional Urban/Land Use Planning work focusing on both current and long-range planning. In addition, the Senior Planner may be responsible for coordinating activities of the planning staff.  The position performs other complex planning work to support the Supervising Planner and Division Manager as required.  

MINIMUM REQUIREMENTS:

A Bachelor Degree in Urban Planning, Public Administration, Geography, Architecture or a closely related field and three (3) years of progressively responsible and directly relevant planning experience is required.  Experience must include work as a project manager or lead in a planning project or program. A Master’s Degree in a related field may substitute for one (1) year of professional Planning experience. American Institute of Certified Planners (AICP) certification is preferred.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:  

Must possess and maintain a valid Washington State Driver’s License.

Essential Functions

Performs lead role (Project Management) for the preparation, review, and adoption of:

            A.        Zoning Ordinance Amendments

            B.        Subdivision Ordinance Amendments

            C.        Development  Standards and Regulations

            D.        Neighborhood and Sub-area Plans

            E.        Special Studies and Reports

Responsible for the preparation of special studies and detailed reports to the management staff, boards and commissions, and the City Council on planning policy issues and related matters. Attends public hearings, community meetings, City Council meetings, and committee meetings and presents information during regular working hours or during evenings/weekends. Makes formal presentations orally and in writing.  Presents information to other professionals, government officials, businesses, community groups, residents, and others.

Provides planning staff support and direction to the Yakima Planning Commission. Provides assistance, guidance, direction, training and constructive feedback to subordinate planning staff on other issues and topics as assigned and/or appropriate. 

Short-Range:  

May assign files to planners and assists in processing permit applications; reviews and investigates applications for annexation, subdivision, right-of-way vacation, zoning and city utility extensions; provides policy guidance on staff recommendations. Conducts thorough research, prepares graphics, maps, reports and recommendations for presentation to various government officials.  Works with other governmental agencies and city departments in a support role.  Provides advanced technical planning assistance to the public on request and assists subordinate planning staff respond to difficult questions, issues or situations.  Answers planning questions posed by the general public efficiently and effectively with courtesy and respect.

Long-Range:  

Assists in problem identification and development of Comprehensive Plan goals and objectives.   Designs programs necessary to meet assigned planning objectives.  Develops methodology; performs in-depth research, data gathering and applies complex statistical techniques.  Performs lead role in zoning and subdivision amendments and other regulatory programs. May coordinate land use programs. Researches grant opportunities. Writes planning-related grant applications; develops RFP/RFQ, and contract documents for consultants when appropriate. Manages grant programs/projects through to completion.

What to Expect
Among the varied range of responsibilities held within this role, the Region Planning and Strategic Community Partnerships Director will:

  • Direct the Eastern Region Planning office including four specialized functional areas (Developer Services, Transportation Modeling/Data Analysis, Tribal Liaison, and Corridor Planning).
  • Establish, direct, and maintain meaningful relationships with various communities, agencies, and other organizations to strengthen partnerships to increase credibility, drive priorities, and inform decision making.
  • Represent WSDOT programs, projects, policies, and positions within the Eastern Region as a member and/or alternate on numerous politically sensitive boards and committees.
  • Identify, develop, and foster transportation planning partnerships with local agencies, tribes, various transportation modes, and private parties that serve the interest of the state transportation system.

Qualifications
To be considered for this opportunity, the following are required:

  • Seven (7) years of progressive experience in the planning and/or engineering profession that includes three (3) years of leadership level planning responsibility or a Bachelor’s degree in planning, engineering, public administration or a close related field and three (3) years of leadership level planning responsibility along with:
  • Leadership level experience in transportation planning, community development, economic development, engineering or public administration.
  • Advanced written, verbal, and presentation skills to effectively communicate with a variety of internal and external audiences in a professional and respectful manner.
  • Experience and knowledge of urban regional planning, tribal planning, federal (including NEPA) state (including SEPA, GMA, EAS) land use and transportation laws and regulations.
  • Knowledge of transportation practices and standards, environmental and highway design laws and regulations, requirements, and initiatives.
  • Experience and knowledge and ability to manage project delivery to effectively manage scope, schedule, and budget.
  • Management, leadership, and strategic planning principals that empower and support a diverse staff with the ability to collaborate with various stakeholders.

  • Understanding of government-to-government relations; and knowledge of the Governor’s and Secretary’s transportation priorities as well as regional priorities, policies, processes, and political environments.
  • Knowledge and ability to manage project delivery to efficiently and effectively manage and monitor project level budgets; and to successfully negotiate/ mediate contractual agreements and disputes.

The Opportunity

WSDOT is seeking an experienced transportation professional to fill a Transportation Planning Specialist 5 position in Olympia, WA. Reporting to the Statewide Planning Manager, this position will serve as a Principal Statewide Planner for statewide plan delivery within the Statewide Planning and Community Engagement Office of the Multimodal Planning and Data Division. This position is responsible for leading the development and delivery of WSDOT’s Statewide Multimodal Transportation Plan (RCW 47.06.040), Highway System Plan (RCW 47.06.050(1)), and other plans as assigned. The person in this position will act as a technical expert on transportation analysis tools and methods regarding statewide plans. In this role, you will also be responsible for coordinating and collaborating with other offices on the development of the contents of statewide plans including transportation vision, goals, needs, deficiencies, strategies, and solutions on the state highway network. Our ideal candidate possesses multimodal expertise and a passion for equitable and sustainable transportation.   

What to Expect

Among the varied range of responsibilities held within this role, the Principle Multimodal Planner for statewide plan delivery will:

  • Perform and supervise complex development of statewide transportation plans.
  • Develop, coordinate, and/or supervise community engagement during plan development. 
  • Represent WSDOT externally with local agencies, tribes, MPOs/RTPOs, community-based organizations, and interested parties.
  • Develop, coordinate, and/or supervise the analysis of the state transportation network to identify vision, goals, objectives, multimodal level of service standards, deficiencies, and proposed strategies and solutions.
  • Develop, coordinate, and/or supervise the agency process to update the level of service standards for highways of statewide significance as part of the Highway System Plan. (RCW 47.06.140). 
  • Oversee consultant contracts in support of statewide plans.
  • Serve as consulting expert advocating for and promoting office, division, agency, and national efforts in developing multimodal transportation systems and statewide planning programs.

Qualifications

To be considered for this opportunity, at least one of the following are required:

  • One (1) year as a Transportation Planning Specialist 4, Transportation Engineer 4, or equivalent classification. OR
  • Seven (7) years of progressive experience with knowledge, skills, and abilities related to the position. OR
  • A bachelor’s degree with a major study in transportation planning, land use planning, engineering, community development, geography, landscape architecture, public policy, public/business administration, social sciences, economics, natural or physical sciences, and five (5) years of progressive experience with knowledge, skills, and abilities related to the position. OR
  • A bachelor’s degree and master’s degree in a field listed above and four (4) years of professional experience with the knowledge, skills, and abilities related to the position. 

In addition to one of the above, the following are also required:

  • Knowledge of current tools, methodologies, and techniques related to statewide transportation planning. 
  • Knowledge of multimodal transportation planning approaches. 
  • The ability to facilitate engagement and involvement of people and organizations that have not historically been invited, enabled, or empowered to participate in transportation planning. 
  • Skills to clearly convey information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message. 
  • The ability to train others on the basic principles of transportation analysis and cost-effective alternative development for use in the Highway System Plan and other statewide planning processes. 
  • Knowledge and understanding of federal, state, regional, and local transportation policies, standards, statutes, and regulations. 

It is preferred that qualified candidates also have:

  • Knowledge of community design related to land use, connectivity, urban design practices, and analytical tools and techniques that support livable communities. 
  • Skilled at meeting facilitation that creates opportunities for all to participate effectively, using techniques such as Liberating Structures and others that support equitable engagement. 
  • Experience in organizational change/development and multidisciplinary team building. 
  • Experience working effectively in or with local government, tribal government, and/or a metropolitan or regional transportation planning organizations. 
  • Experience in planning or other disciplines for multiple modes of transportation. 
  • American Institute of Certified Planners (AICP) certification, Professional Engineer, or another relevant professional credential/certification. 
  • Demonstrated ability to create graphics, presentations, and documents using common software tools such as PowerPoint and Adobe Creative Suite.

Reporting to the Current Planning and Economic Development Manager, the Senior Project Planner is responsible for performing public engagement, communications, complex research and analysis, legislation monitoring and long-range planning duties at the highest level of expertise. This position is also responsible for duties, which include but are not limited to, performing complex planning duties in support of the Director and elected officials; leading policy development and public engagement projects; serving as a liaison with Public Affairs Department, and creating ongoing engagement strategies on behalf of the Department; providing information to various stakeholders on the planning process; and independently researching and analyzing planning issues, and preparing special reports as assigned.  
 
The Community and Economic Development Department is responsible for shaping our community and for the City’s full range of community planning, land use development, environmental protection and construction code compliance. The Department’s mission is to enrich the quality of lives in Lacey for all our citizens by providing to the public timely and accurate assistance and participation in the development and implementation of the Community’s Comprehensive Plan and Development Codes in order to ensure: a diversified economy providing family jobs, goods and services; safe, well designed and attractive neighborhoods; the highest quality of development and construction in the City; and the protection of our environmental resources and natural beauty. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

These duties include but are not limited to the following:

  • Provides the highest level of support to the Department Director and the Current Planning and Economic Development Manager in working with Planning Commission, City Council, intergovernmental committees, and staff on public policy and legislative issues, planning procedures, special comprehensive plans, and regulatory ordinances by conducting research, analysis and developing reports and presentations. May assist the Planning Manager with long range planning projects and program development.
  • Responsible for leading the project management process of implementation or policy development projects, that could include facilitating internal and/or external stakeholder groups, committees, task force and/or community forums, to a successful conclusion.
  • Monitors legislative activities and actions for impacts to department and city regulations and operations. Communicates impacts to stakeholders groups including the department leadership, city manager and council. Serves as a liaison for CED to Public Affairs on legislative related issues. 
  • Identifies and supports economic development initiatives. Implements economic development initiatives in support of the City of Lacey Economic Development Plan and strategy. 
  •  Conducts research and analysis to identify strategies, action plans, resource requirements and timelines for public engagement projects, and assists department staff in the development of plans, outreach, communications and engagement activities. Coaches and mentors’ internal stakeholders on public engagement processes.
  • Coordinates department responses to inquiries on planning, building and economic development topics from the public, internal departments and City Council. 
  • Produce reports and “dashboards” on a monthly, quarterly and/or annual basis highlighting department and community data, statistics and trends for informing internal and external stakeholders.
  • Represent the Director at regional and/or inter-jurisdictional boards, committees and meetings when assigned.
  • Researches and analyzes population, land use, demographic and statistical data and produces reports and presentations based on the research and analysis. Advises decision makers on research as directed. 
  • Assists the public and developers in the field, at the counter, and over the phone with inquiries related to zoning considerations regarding land development and/or related issues.
  • Uses GIS software to create maps and analyze spatial data.

Other Duties Assigned  

  • Monitors day-to-day operations; anticipates and troubleshoots problems where needed and assures staff responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.
  • Performs routine review of assigned work, detecting and preventing errors or mistakes that would prove costly or could seriously disrupt a City service or project.
  • May oversee the work of part-time, seasonal, or temporary positions. May supervise work of Assistant Planners on projects as assigned by the Current Planning and Economic Development Manager.
