Community Development Director – City of Mountlake Terrace

The Community Development Department’s mission is to assist residents, businesses, and other stakeholders in improving and developing properties in a manner consistent with the City’s Comprehensive Plan and adopted community standards. The Department provides services including long-range and current planning, building, electrical, and fire plan review and inspection, land use entitlements, civil plan review, building code and land use enforcement, and geographic information systems (GIS).

Position Summary:

The Community Development Director operates under the general direction of the City Manager and serves as a member of the City’s executive leadership team. The Director is responsible for the overall leadership, administration, and strategic direction of the Community Development Department, including planning, permitting, inspections, code enforcement, and related regulatory functions.

This position provides policy guidance and professional expertise to the City Manager, elected officials, boards, and commissions on land use, development regulations, and growth management matters. The Director oversees departmental operations, budgets, and personnel; ensures compliance with applicable federal, state, and local laws; and works collaboratively with other City departments and external agencies to support orderly development, infrastructure coordination, and community planning initiatives.

  • Direct and oversee the City’s community development functions, including planning, permitting, inspections, code enforcement, and related regulatory services.

  • Administer planning, building, and construction inspection services, either directly or through contracted services.
  • Lead, supervise, and evaluate department staff, including hiring, performance management, discipline, and termination, in accordance with City policies, procedures, and applicable labor agreements; recommend personnel actions to the City Manager as appropriate.
  • Develop, manage, and administer the departmental budget, including reviewing and approving priorities, allocations of funds, staffing, materials, and work plans.
  • Participates as a member of the City Leadership Team and is responsible for developing policies and objectives.
  • Serve as the City’s designated State Environmental Policy Act (SEPA) Responsible Official; administer SEPA in accordance with adopted City policies, procedures, and delegated authority.
  • Ensure compliance with applicable federal, state, and local laws and regulations, including requirements tied to grant funding, from application through audit.
  • Oversee preparation and review of land use plans, development proposals, staff reports, and recommendations for the Planning Commission, Hearing Examiner, City Council, and other decision-making bodies, consistent with delegated authority.
  • Administer, interpret, and enforce City ordinances and regulations related to land use and
  • development, including zoning, subdivisions, critical areas, shoreline management, building and construction codes, stormwater regulations, and SEPA, as authorized by law and City policies.
  • Manage and implement updates to the Comprehensive Plan; recommend amendments to land use policies, zoning, and development regulations as needed.
  • Coordinate community development activities with other City departments to support integrated planning, infrastructure coordination, and service delivery.
    • Represent the City in interactions with local, regional, state, and federal agencies and organizations, including Snohomish County, Puget Sound Regional Council (PSRC), Snohomish County Tomorrow (SCT), regional transit agencies, and the Washington State Department of Commerce.
    • Monitors and evaluates legislative and policy developments affecting departmental functions; advises the City Manager, City Council on policy options and implementation strategies.
    • Prepare and present ordinances, resolutions, reports, and other materials to the City Council; attend City Council, and other meetings as required.
    • Serves as the primary staff liaison to the Planning Commission, coordinating agendas, preparing staff reports, resolutions, and presentation materials, and attending evening or after-hours meetings as required.
    • Advise the City Manager, elected officials, boards and commissions, department directors, and the public on land use policy, regulatory matters, and community development issues.
    • Fosters an inclusive, respectful workplace culture and ensures departmental practices support equitable service delivery to the community.
    • Exercises authority consistent with City policies, ordinances, and delegated authority from the City Manager and governing body.
    • Perform other related duties as assigned.

Minimum Requirements:

  • Bachelor’s degree from an accredited college or university in urban or regional planning, public administration, community development, business administration, or a related field.
  • Seven (7) years of progressively responsible public sector experience in community development, planning, or a closely related field, including three (3) years of experience in a senior leadership or management role with direct supervisory responsibility.
  • A master’s degree in a related field may substitute for up to two (2) years of the required experience.
  • Additional relevant professional experience, including but not limited to certification by the American Institute of Certified Planners (AICP), may be substituted for up to two (2) years of the required education, on a case-by-case basis, as determined by the City Manager or designee.
  • Valid Washington State driver’s license (or be able to attain at time of appointment) and a driving record acceptable to the City’s insurance carrier.
  • Verification of identity and United States work authorization as required by the Immigration Reform and Control Act.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of community development principles and practices, including comprehensive planning, land use regulation, development review, permitting, inspections, code enforcement, and urban design.
  • Advanced understanding of applicable federal, state, and local laws and regulations governing land use and development, including the Growth Management Act (GMA), State Environmental Policy Act (SEPA), Shoreline Management Act, critical areas regulations, and building and construction codes.
  • Knowledge of principles and practices of public administration, including budgeting, organizational management, policy development, and performance management within a municipal environment.
  • Ability to provide executive-level leadership and strategic direction to a multidisciplinary department, including planning, permitting, inspections, and regulatory functions.
  • Ability to interpret, apply, and administer complex laws, codes, ordinances, and policies in a consistent, fair, and defensible manner.

Working Conditions and Physical Requirements:

Work is performed primarily in a professional office environment, with regular interaction with elected officials, boards and commissions, staff, applicants, and the public. The position requires attendance at evening meetings, public hearings, and occasional weekend events, as well as travel to meetings, trainings, and conferences.

The work also includes periodic site visits to development and construction locations, which may involve exposure to varying weather conditions, uneven terrain, construction activity, heavy equipment, and vehicular traffic. During site visits, the incumbent must be able to safely navigate construction environments and comply with applicable safety requirements.

This position requires sufficient flexibility to respond to time-sensitive issues, emergencies, or critical projects as needed. Physical demands are generally limited to those typical of an office environment, with occasional standing, walking, and movement during meetings and site visits. Supervision Received:

General supervision is provided by the City Manager or designee.

Supervision Exercised:

The position exercises direct and indirect supervision over professional, technical, and administrative staff assigned to the Planning, Inspection, Permitting, and Code Compliance functions, including a department administrative support position.

Benefits:

Offered to regular City of Mountlake Terrace employees:

  • Eight (8) hours of paid vacation per month. This accrual increases over time.
  • Eighty (80) hours of annual management leave.
  • Twelve (12) days of annual sick leave accrual.
  • Twelve (12) paid holidays per year, including one personal or “floating holiday.”
  • Employer-paid medical, dental, vision and employee group life insurance (three times annual salary up to $250,000). The City pays 90% of any insurance premium for dependents. Medical/dental/vision coverage begins the 1st day of the month after start date.
  • Participation in the State of Washington PERS retirement system.
  • The opportunity to participate in a Section 125 “Flex” plan.
  • The opportunity to participate in two Section 457 Deferred Compensation programs.

The city does not participate in Social Security. Instead, employees are enrolled in the Municipal Employees Benefit Trust (MEBT) program. MEBT is an IRS Section 401(a) defined contribution savings program into which employees make before-tax contributions at the same rate as if they were in Social Security (a rate of 6.2% of gross earnings). The city will match the employee contribution at a rate of 80% (or 4.96% of gross salary) just as if enrolled in Social Security. One advantage of this program is employees are able to invest these funds in a variety of investments, which may offer a higher return than Social Security. On the other hand, the MEBT program is subject to an employee-vesting schedule of 20% per year for each of the first five years of employment.

Position Profile:

Under the general direction of the Principal Planner for Current Planning, the Senior Planner serves as a key member of the land use permitting team and works on a variety of complex permitting and policy projects.

Senior Planners independently perform and lead professional level planning and assist in the formulation of departmental goals and objectives, interpret and prepare data for planning studies, reports and recommendations, and may supervise or lead professional or other staff members. The Planning & Development Service Department’s mission is to partner with the community to build a livable, sustainable, and safe City by providing strategic, timely, predictable, cost-effective planning and development services with a culture focused on community engagement, customer service, creativity, accountability, and continuous improvement. The Department encompasses all aspects of building, land use, and site development.The Current Planning Division comprises land use, environmental, and plan review professionals who work with internal and external customers to implement the City’s policies and regulations through both discretionary and ministerial permitting. Our team works closely with other review professionals to ensure that quality development is permitted in a timely, clear, equitable manner.  

Candidate Profile:

The ideal candidate will have a broad understanding of the City’s land use codes and environmental codes, as well as state and federal laws that inform our daily work.  In-depth experience in one or more of the following areas is required: plan review, discretionary permitting, or property subdivision.

The successful candidate will thrive in a collaborative team setting and demonstrate the ability to manage highly visible and occasionally controversial projects with professionalism, tact, and sensitivity. The Local Government Division (LGD) partners with local governments, nonprofits, and others to strengthen the ability of all forms of local government and community-based organizations to fund and develop critical services to their citizens. The division provides leadership in local government finance and statewide infrastructure initiatives that help create and retain jobs. We also provide grants, loans, and planning and technical assistance to local governments for community development needs, infrastructure improvements, and economic development opportunities. 

Located in the housing policy section of the Growth Management Services unit within the Local Government Division (LGD), this position provides professional level program administration, review and technical assistance to local governments on housing policy, plans and regulations for the new state Housing Accountability Act (HAA) program. This position works with other members of the housing team to support the HAA program by reviewing and providing recommendations to local government staff and officials on improving consistency of their housing plans and regulations with the Growth Management Act (GMA). This position will also provide technical expertise and guidance to local governments on the topic of planning for and regulating emergency shelter, transitional housing, emergency housing, and permanent supportive housing (STEP).

Duties:

Provides statewide technical assistance to local governments in housing and land use planning.

Tasks include: 

  • Conducts technical review of local housing components of comprehensive plans and development regulations for alignment with the Growth Management Act (GMA) and state regulations, and recommends local government changes for consistency with the GMA. 
  • Provides technical assistance to local jurisdiction staff and officials on the housing components of local comprehensive plans and development regulations for consistency with the GMA after technical review or as requested by local government staff. 
  • Reviews local government draft and adopted development regulation amendments to ensure the implementation of required zoning changes identified in comprehensive plans are consistent with RCW 36.70A.115. 
  • Communicates and advises local government staff and elected officials on revisions to plans and regulations needed to change previously adopted material for alignment with state requirements through the HAA voluntary or selected review process. 
  • Maintains tracking systems that document the technical review of housing elements and coordination with regional planners to identify jurisdictions that are selected for review to ensure consistency with RCW 36.70A. 
  • Recommends questions or topics to supervisors where consultation with the Assistant Attorney General (AAG) is needed to determine recommendations for local governments implementing the GMA. 
  • Works with and supports Growth Management Services (GMS) regional planners on housing planning and implementation to ensure consistent knowledge and application of GMA housing statutes and other state housing laws. 
  • Develops workshops and trainings as needed to help train local governments on GMA housing laws. 
  • Develops and presents housing and land use recommendations to local government planning staff, elected officials and internal agency staff.

Provide technical specialty assistance to local governments on plans and land use regulations for emergency shelters, transitional housing, emergency housing and permanent supportive housing (STEP). 

Tasks include:

  • Serves as the GMS expert on planning for and regulating STEP. 
  • Reviews submitted STEP plans and regulations for consistency with the GMA requirements, municipal codes, and local housing allocations and develops appropriate recommendations as needed for consistency with state requirements. 
  • Provides technical assistance on planning for and regulating STEP to local planners and elected officials. 
  • Designs and maintains a tracking system for local government’s consistency between housing element planning for STEP and STEP development regulation implementation. 
  • Coordinates with Commerce’s Housing Division policy and section leads on technical questions and how the implementation of STEP land use regulatory guidance impacts Housing Division programs and policies. 
  • Coordinates with experts at DSHS, DOH, and other state agencies as needed on housing and facility types that are STEP-adjacent, but which are regulated by local governments to ensure clear information and guidance to local governments. 
  • Provides consultation to planning commissions and councils on state requirements for STEP, best practices and recommendations for consistency with state statutes.
  • Develops tools and materials to provide state policy direction, guidance, and outreach for the new Housing Accountability Act (SB 5148) 

Tasks include: 

  • Develops and maintains outreach materials for new Housing Accountability Act program (SB 5148), including frequently asked questions and reminders about deadlines. 
  • Develops and maintains internal and external program resources such as guidance documents, tools, and best practices to guide Housing Accountability Act program implementation across the state. 
  • Ensures all housing planning websites are up to date and communicate the most accurate information, including new Housing Accountability Act approval information, reports on local jurisdiction housing compliance, and public notices. 
  • Provides training and workshops and professional consultation on SB 5148 for local governments.
  • Writes program administrative rules for the new Housing Accountability Act (SB 5148)

  • • Drafts rule amendments related to Housing Accountability Act criteria, process, selection, and enforcement.

This position serves as the state’s technical expert on the HAA program strengthening accountability for local housing planning by administering the state’s new program to approve local government housing plans and regulations. This position is responsible for establishing procedures to implement the HAA program, track consistency of all local housing plans with state requirements, provide in-depth technical assistance on housing policies and regulations, and work directly with local government staff and appointed and elected officials to adopt and amend plans and regulations for consistency with state requirements. This position also develops database(s) and data collection system(s) for the new Housing Accountability Act plan certification work, determines jurisdictions who must be considered for HAA selected review, and is a subject matter expert on housing affordability data and indicators. 

Duties

Leads the state’s new compliance review program for housing plans and regulations. 

Tasks include: 

  • Develops and leads the implementation of the procedures and policies for the new statewide Housing Accountability Act (HAA) program adopted with SB 5148 (2025). 
  • Serves as the state technical expert on housing element and associated housing development regulation compliance with the Growth Management Act (GMA) and HAA specifically.  
  • Conducts, leads and supports the completion of the in-depth analysis and review of local housing components of comprehensive plans, and for the HAA program oversees the communication of recommended changes to local governments to ensure consistency with GMA requirements. 
  • Provides high-level consultative assistance to local officials to direct local comprehensive plans and development regulations towards consistency with the GMA.
  • Advises local government staff and elected officials on revisions to plans and regulations needed to correct previously adopted material under the new HAA selected review program. 
  • Reviews local government draft and adopted development regulation amendments to ensure the implementation of required zoning changes identified in comprehensive plans is consistent with RCW 36.70A.115 and RCW 36.70A.835. 
  • Develops, maintains and updates a system for monitoring the consistency of local housing plans and regulations with state requirements to determine selection for selected review jurisdictions.
  • Collects issues where implementation of state legislation requires consultation with Assistant Attorney General (AAG) to determine accurate direction and recommendations are provided to local governments. 
  • Povides support to AAG when Commerce HAA approval is appealed to the Growth Management Hearings Board.
  • Provides technical assistance and guidance to GMS regional planners on housing planning and implementation to ensure consistent knowledge and application of statutes. 
  • Develops and presents customized technical expert level housing and land use recommendations to local government planning, elected officials and internal agency staff. 
  • Researches and presents new statewide requirements at webinars and to local government planning and elected officials, providing training and technical consultation. 
  • Coordinates with other states who have developed housing review and accountability systems to inform best practices for Washington State program.
  • Leads data collection on housing accountability and affordability metrics.

Tasks include: 

  • Monitors best available data and trends for housing affordability and production to inform agency work to track housing trends, planning practices, investment priorities, and policy implementation. 
  • Develops and maintains data systems and tools to track housing production and housing element compliance in every jurisdiction across the state for which there is data for the HAA program. 
  • Accurately reports progress indicators to leadership to inform the selection of jurisdictions for new high-profile Housing Accountability Act selected review program.
  • Creates a database of housing need allocations by income level used in comprehensive plans in coordination with each county in the state, using housing numbers adopted by each county’s local planning process.
  • Advises the Washington Center for Real Estate Research in implementation of SB 5587 (2025), which tracks the affordability of housing produced against housing need targets for every county in Washington, and aligns university research with the GMA, Commerce policy, and data.
  • Coordinates with the Office of Financial Management to incorporate OFM’s data within the HAA program and provides support to jurisdictions on planning for housing.
  • Develops and maintains the policies, procedures and guidance for implementing the “builders remedy” section of RCW 36.70A.835(11) and oversees technical assistance to jurisdictions who are required to implement this program and developers who wish to utilize this program. 

Tasks include: 

  • Serves as state technical expert on the new builder’s remedy program (RCW 36.70A.835(11)) within Washington state. 
  • Develops and maintains the new “builders remedy” program within RCW 36.70A.835(11), determining the legal limits, procedures, policy, and allowances for the permitting of affordable and moderate-income housing in non-compliant HAA jurisdictions in coordination with the AAG. 
  • Determines the regulatory guidance, models and ordinances needed to inform local government implementation of the builder’s remedy and develops them in coordination with consultants, Commerce and Washington state agency representatives, and stakeholders. 
  • Mediates between affordable housing developers and local governments who are subject to the builder’s remedy in RCW 36.70A.835(11).
  • Writes and maintains program administrative rules for the new Housing Accountability Act (SB 5148)

  • Bachelor’s degree in Planning, Geography, Public Administration, Environmental Science, Earth Science, Biology, Environmental Planning, or a closely related field depending upon area of assignment. Additional experience may be substituted for education on a year for year basis. 
  • Three (3) years of progressively responsible experience in professional level planning in current, long range, and/or environmental planning.

Job Summary:

Thurston County Community Planning and Economic Development is seeking a Planning Technician to provide applicants support for a range of professional level planning activities and delivers front-line customer services. Job Summary:

This position works under the direction of the Planning and Community Development (PCD) Director. The Planning Manager is a mid-level supervisory position responsible for the day-to-day management and coordination of the Planning division.
